The Secret Service failed to include the rooftop of the American Glass Research (AGR) building, which Thomas Matthew Crooks shot former President Trump from, in their security perimeter, a House task force on the assassination attempt said in a Monday report.
Despite excluding the AGR building from the perimeter, the Secret Service was aware that the building was a security threat, according to the report.
“Despite its proximity to a main road, clear sight lines to the stage, and elevated position, the Secret Service placed the AGR complex outside the secure perimeter for the event,” the report read.
There was a sniper team located inside the AGR building, according to the report, but their focus was on overwatch of the rally site, not securing the building.
The report also found a number of other lapses, particularly an apparent lack of cross-agency communication between the Secret Service and local law enforcement agencies.
“The Secret Service did not give clear guidance or direction to our local law enforcement partners,” Acting Secret Service Director Ronald Rowe said, according to the report.
The report also cited testimony and documentation it said revealed that “scattered meetings, vague instructions and unclear chains of command caused confusion about the division of responsibilities — especially for local and state officers.” (RELATED: ‘Butler Can And Will Happen Again,’ Independent DHS-Appointed Review Board Says)
The report accuses “fragmented lines of communication” of being responsible for crucial information about the shooter not reaching the appropriate channels.
“Moments before Crooks fired, a local law enforcement officer radioed that Crooks was on the roof with a gun,” the report read. “There is no evidence, to date, that this information reached the former President’s detail, and he remained on stage.”
There was no dedicated command post to unify the various law enforcement agencies and no radio link established for the singular purpose of communication between the Secret Service and local law enforcement command posts, the report found.
“Put simply, the evidence obtained by the Task Force to date shows the tragic and shocking events of July 13 were preventable and should not have happened,” the report’s executive summary concluded.
