As chairman, Paul will have a significant role in shaping legislative priorities and scrutinizing policies implemented under the Biden-Harris administration.
“I chose to chair this committee over another because I believe that, for the health of our republic, Congress must stand up once again for its constitutional role,” Paul told The New York Post. “This committee’s mission of oversight and investigations is critical to Congress reasserting itself.”
One of Paul’s key priorities as chairman will be investigating the origins of the COVID-19 pandemic, a topic he has long pursued. “I think we’re on the cusp of, really, the beginning of uncovering what happened with COVID,” Paul said. He added that he is hopeful the incoming administration, under President-elect Donald Trump, will provide greater cooperation. “We are going to, hopefully, have a friendlier administration, and we’re hoping that there will be a friendly person at [the Department of Health and Human Services], and we’re hoping they’ll be friendly at [the National Institutes of Health].”
Paul criticized the lack of transparency surrounding pandemic-era research, particularly gain-of-function research. “The biggest item of the COVID coverup is that for years, we’ve known there is this dangerous research,” Paul said. “The idea that the government would pre-emptively be telling people not to publish things, to me, is horrendous.”

Throughout the pandemic, Paul has been a prominent critic of federal health mandates and restrictions, clashing with top officials, including Dr. Anthony Fauci, over policies like mask and vaccine requirements.

His heated exchanges with Fauci during Senate hearings drew significant attention, with Paul questioning the federal government’s handling of research tied to the Wuhan Institute of Virology.
In June 2024, Paul participated in a bipartisan Senate hearing titled “Origins of COVID-19: An Examination of Available Evidence,” during which he presented evidence supporting the lab leak theory.
His continued push for transparency in pandemic-related research is expected to remain a focus during his chairmanship.
Beyond public health, Paul has called for stronger enforcement of immigration laws and urged the return of Trump’s “Remain in Mexico” policy, which required asylum seekers to wait in Mexico while their claims were processed. “Most people don’t understand, myself included, why, if you’re illegally coming across a river in a boat or walking, you’re not just deposited back on the other side?” Paul said.
Paul’s tenure in the Senate has often included breaking with party lines, particularly on defense spending and foreign policy.
He has advocated for reducing federal expenditures and adopting non-interventionist strategies abroad, emphasizing fiscal restraint and constitutional principles.
As he prepares to take on his new role, Paul is setting his sights on broader investigations into government operations. “We’re just scratching at the tip of the iceberg,” Paul said. “Most of the [documents] we’ve been trying to get so far are non-classified. You can imagine what may be happening in our government or other governments.”
With a Republican majority in the Senate and Paul at the helm of the Homeland Security Committee, the stage is set for heightened oversight on critical national issues and a renewed focus on government accountability.
