Vice President JD Vance told world leaders on Tuesday that the United States will continue to lead in artificial intelligence (AI) and warned that European Union regulations could stifle innovation.

Speaking at the AI Action Summit, Vance emphasized the Trump administration’s commitment to AI development while ensuring that AI remains free from ideological bias.

“We feel very strongly that AI must remain free from ideological bias and that American AI will not be co-opted into a tool for authoritarian censorship,” Vance stated during his address. ”

We believe that excessive regulation of the AI sector could kill a transformative industry just as it’s taking off, and we’ll make every effort to encourage pro-growth AI policies, and I’d like to see that deregulatory flavor making its way into a lot of the conversations at this conference.”

Vance’s remarks come at a time when the European Union is implementing the world’s first comprehensive AI regulatory framework, known as the AI Act.

The EU’s regulatory stance has raised concerns among tech leaders and governments about compliance costs and the potential for stifling AI innovation.

“Many of our most productive tech companies are forced to deal with the EU’s Digital Services Act and the mass of regulations it created about taking down content and policing so-called misinformation,” Vance said.

Vance pointed to the EU’s General Data Protection Regulation (GDPR) as an example of laws that create significant legal costs for smaller firms.

He warned that restrictive AI laws could have similar consequences, making it difficult for emerging tech companies to compete in the global market.

The AI Action Summit follows President Donald Trump’s recent announcement of Stargate, a $500 billion AI infrastructure project aimed at strengthening America’s AI capabilities.

The project is expected to focus on national security, economic growth, and workforce development.

Vance stressed that American AI development must be safeguarded from foreign interference and that U.S. chip technology must be protected from theft and misuse.

“Hostile foreign adversaries have weaponized AI software to rewrite history, surveil users, censor speech, and undermine other nations’ national security,” Vance said.

“The Trump administration will work to safeguard American AI and chip technologies from theft and misuse.”

The U.S. and the U.K. notably did not sign the summit’s “Statement on Inclusive and Sustainable Artificial Intelligence,” which emphasized ethical, transparent, and sustainable AI development. The declaration also sought to align AI policies with international regulatory frameworks.

It was not immediately clear why the U.S. and U.K. declined to sign, but their absence signaled a divergence from European regulatory priorities.

Vance emphasized that AI should complement American workers rather than replace them, making it a key part of U.S. economic policy.

“We believe – and we will fight for policies that ensure – that AI is going to make our workers productive, and we expect that they will reap the rewards, with higher wages, better benefits, and safer and more prosperous communities,” Vance said.

He noted that industries such as law, medicine, and manufacturing stand to benefit the most from AI advancements, as AI will be used to enhance productivity rather than eliminate jobs.

Beyond economic concerns, Vance warned that AI is increasingly being used by authoritarian regimes to control information and suppress free speech.

He reiterated the Trump administration’s position that AI should not become a tool for censorship.

“And of course, we want to ensure that the internet is a safe place, but it is one thing to prevent a predator from preying on a child on the internet, and it is something quite different to prevent a grown man or woman from accessing an opinion that the government thinks is misinformation,” Vance said.

The summit brought together world leaders, top technology executives, and policymakers to discuss the future of AI.

Among those in attendance were French President Emmanuel Macron, Indian Prime Minister Shri Modi, and Chinese Vice Premier Zhang Guoqing.

With AI becoming an increasingly critical component of global economics and security, the Trump administration’s strategy focuses on ensuring that the U.S. remains dominant while resisting heavy-handed regulations that could slow growth.
