House Speaker Mike Johnson is pushing back against claims that a legislative package under discussion includes cuts to Medicaid, asserting that the focus is on curbing abuse of the system and redirecting resources to those who truly qualify for aid.

“We are not cutting Medicaid in this package,” Johnson said during an interview.

“There’s a lot of misinformation out there about this.”

Johnson clarified that the legislation targets what he called widespread fraud, waste, and abuse within Medicaid.

Specifically, he pointed to the estimated 1.4 million illegal aliens currently enrolled in the program, which he says undermines its intended purpose.

“You got more than 1.4 million illegal aliens on Medicaid,” Johnson said.

“Medicaid is not intended for non-U.S. citizens. It’s intended for the most vulnerable populations of Americans, which is pregnant women and young single mothers, the disabled, the elderly.”

He emphasized that the goal of the proposed reforms is to ensure those vulnerable groups retain access to critical healthcare resources.

“They are protected in what we’re doing because we’re preserving the resources for those who need it most,” Johnson added.

Another area of concern Johnson highlighted involves a significant number of able-bodied adults on Medicaid who are not participating in the workforce.

“You’re talking about 4.8 million able-bodied workers, young men, for example, who are on Medicaid and not working,” Johnson said.

“They are choosing not to work when they can. That is called fraud. They are cheating the system.”

According to Johnson, eliminating such abuse is essential for maintaining Medicaid’s long-term viability and ensuring that taxpayer dollars are allocated to those in genuine need.

“When you root out those kinds of abuses, you save the resources that are so desperately needed by the people who deserve it and need it most,” he said.

“That’s what we’re doing.”

The remarks come amid growing debate over entitlement reform and program eligibility, particularly in light of the national debt and questions over the sustainability of federal assistance programs.

Johnson’s comments underscore a broader Republican effort to reinforce work requirements and eligibility standards for federal welfare programs.

While critics have framed the effort as a rollback of benefits, Johnson maintains the policy is about accountability, not cuts.

By targeting ineligible recipients, Johnson said, the legislation aims to secure Medicaid’s future and restore its original intent—serving Americans in crisis, not subsidizing able-bodied adults who choose not to work or those in the country illegally.
