A heated exchange unfolded on Fox News Friday after former State Department spokeswoman and network contributor Marie Harf clashed with co-host Kayleigh McEnany over Joe Biden’s mental fitness and the recent congressional subpoena of his physician, Dr. Kevin O’Connor.
The debate occurred during a segment discussing Biden’s ongoing cognitive and physical decline.
Harf acknowledged Biden’s physical deterioration, stating, “Well, what’s interesting is those quotes you read generally refer to physical health. We all saw Biden’s physical health deteriorating in front of us.”

Another panelist interjected, “And mental,” prompting Harf to respond, “That’s a separate question. And I have not seen evidence presented by a doctor or someone else that would say that Joe Biden was not mentally able to do the job.”
McEnany, former White House Press Secretary under President Donald Trump, challenged Harf’s comment directly.
“Did you watch the debate?” McEnany asked, referring to the first 2024 presidential debate, during which Biden struggled to answer questions, repeated points, and appeared visibly confused.
The performance led to bipartisan concern over his ability to serve a second term.

Harf, visibly flustered, responded, “That’s a different issue, Kayleigh. That’s not a mental issue.”
The conversation took a more contentious turn when Harf pivoted to suggest President Trump may also have health issues.
This drew immediate pushback from the panel.
The discussion came the same week that Dr. Kevin O’Connor, Biden’s personal physician, was subpoenaed by a congressional oversight committee to testify about the president’s medical condition and the White House’s transparency regarding his health.

The subpoena followed growing concerns from both lawmakers and the public about the president’s cognitive state.
While Harf claimed no credible evidence has been presented about Biden’s mental decline, several public reports and official findings have called that into question.
In February 2024, Special Counsel Robert Hur released a report describing Biden’s memory during investigative interviews as “hazy,” “fuzzy,” “faulty,” and “poor.”
The report cited “significant limitations” and noted Biden struggled to recall key personal and professional milestones, including the date of his son Beau’s death and the timeline of his vice presidency.
Hur concluded that Biden’s cognitive condition factored into the decision not to pursue charges over his mishandling of classified documents.
Audio recordings of the interviews, obtained by Axios, further revealed Biden stumbling through questions, including confusion over when Donald Trump was elected president and the reasons classified documents were in his possession.
CNN anchor Jake Tapper and Axios reporter Alex Thompson detailed similar incidents in their book Original Sin, which includes accounts of Biden failing to recognize longtime associates and requiring assistance during public appearances.
There have also been physical concerns.

The continued attention on Biden’s condition, combined with official investigations and media reporting, has put new pressure on the White House to provide clarity. Dr. O’Connor is expected to testify in the coming weeks under subpoena, though a date has not been publicly confirmed.
