Retired Gen. Jack Keane issued a warning Tuesday that the United States is the top target of the Chinese Communist Party, urging the U.S. to take immediate action to counter a broad range of threats posed by the Chinese regime.

Keane’s remarks come as federal authorities investigate a third Chinese national allegedly involved in smuggling biological materials into the country.

“China is conducting the most comprehensive penetration of our society since we were formed 250 years ago, 249 years now, and we’ve never seen anything quite like this,” Keane said on Fox Business Network’s Mornings with Maria.

The retired general and Fox News senior strategic analyst discussed what he characterized as an ongoing and multifaceted effort by China to undermine American infrastructure and security.

Keane pointed to several sectors that are vulnerable to Chinese interference, including cyber systems, food supply chains, telecommunications, pharmaceuticals, and transportation. “The list goes on,” he said.

Keane emphasized that the threat goes beyond traditional espionage and now includes efforts to weaken the U.S. internally in the event of a military conflict.

“And in the event of this conflict with China in the Pacific, they would attempt to defeat the American people at home and break their will to support the war,” he said.

“And here we have a biological pathogen smuggling into the country that could attack our agriculture and ultimately our food source.”

He added that the recent incidents appear to be “more exploration than anything else to detect and see how they can penetrate and how comprehensive this could be for the future.”

The concern follows a series of recent incidents involving Chinese nationals allegedly attempting to bring hazardous biological materials into the United States.

Last week, U.S. officials intercepted two individuals in Detroit, Michigan, who were allegedly attempting to smuggle a toxic fungus into the country.

The fungus, Fusarium graminearum, is known to cause head blight—a devastating crop disease that affects wheat, barley, maize, and rice.

According to the Department of Justice, the pathogen is responsible for billions of dollars in agricultural losses globally each year and is also toxic to humans.

The suspects were reportedly seeking to study the biological agent in U.S. laboratories, prompting concerns over the potential misuse of such materials for bioterrorism or sabotage targeting American agriculture.

In a separate case, a Chinese PhD student from Wuhan was arrested for allegedly sending packages containing concealed biological materials to the United States in 2024 and 2025.

The individual is accused of attempting to conceal the contents and nature of the biological substances in shipments from China.

Federal authorities have not publicly confirmed whether the three incidents are connected, but the pattern has drawn heightened attention from U.S. intelligence and homeland security officials.

Investigations into the motives, affiliations, and extent of these activities are ongoing.

Keane said the incidents serve as another example of the need for the United States to take the China threat seriously across all fronts.

He stressed the importance of strengthening national security measures, particularly in the area of agricultural biosecurity.

The Department of Justice, Customs and Border Protection, and other federal agencies have not issued additional public statements regarding the three smuggling attempts but have confirmed ongoing investigations.

As the U.S. government continues to monitor and respond to these developments, Keane’s warning underscores what national security experts have described as a growing and increasingly complex confrontation with China that now extends beyond the battlefield into everyday American life.
