A man was arrested by U.S. Capitol Police on Sunday evening after disrupting the Senate debate on President Donald Trump’s proposed spending package, known as the “big, beautiful bill.”

The incident occurred as lawmakers deliberated the legislation, with the man shouting at senators from the upper gallery.

The individual was identified by Capitol Police as Allen D. Rogers of Florida.

He was charged with unlawful conduct following the outburst and failure to comply with police orders to stop the disruption.

“At approximately 7:00 p.m., our officers arrested a man who started being disruptive in the Senate Galleries,” Capitol Police said in an official statement released after the incident.

The disturbance took place in the Senate chamber during a key moment in the debate.

According to reports, Rogers began yelling from the visitor gallery while Sen. Bernie Sanders, I-Vt., and Senate Minority Leader Chuck Schumer, D-N.Y., were delivering remarks on the spending measure supported by Republican lawmakers.

Rogers directed his comments toward the chamber below, shouting statements such as “you people are awful” and “you’re horrible.”

Most of his statements were difficult to understand, but the intent appeared critical of the lawmakers present.

Witnesses said the remarks were largely aimed at Republican senators involved in advancing the legislation.

Sen. Dave McCormick, R-Pa., was serving as the presiding officer during the debate when the incident unfolded.

As Rogers continued shouting from the gallery, McCormick repeatedly called for order.

“The Sergeant at Arms will restore order in the gallery,” McCormick said, directing the chamber’s security to intervene and remove the disruptive individual.

Capitol Police quickly responded to the incident and escorted Rogers from the gallery.

He was placed under arrest and removed from the Capitol grounds.

The interruption came during debate over President Trump’s “big, beautiful bill,” a Republican-led spending proposal that includes a range of provisions supported by the administration.

The bill has drawn criticism from Democrats, while Republicans have framed it as essential legislation to support national economic priorities, defense, and domestic policy reforms.

No injuries were reported, and proceedings resumed shortly after the disturbance.

The investigation into the event remains ongoing.

This is not the first time Senate gallery rules have been enforced against disruptive behavior.

Visitors to the chamber are subject to strict conduct guidelines, and any interruption of proceedings is treated as a serious security matter.

Unlawful conduct in the galleries can result in arrest, fines, and permanent bans from returning to the Capitol complex.

As debate over the spending bill continues, heightened attention remains on public access to congressional proceedings and the security protocols in place to prevent further disruptions.

Rogers is expected to face legal proceedings related to the charge of unlawful conduct in a federal building.
