An off-duty Massachusetts police officer was shot and wounded Monday evening during an armed confrontation with fellow officers who arrived at her home to serve a court-issued abuse prevention restraining order, according to Essex County District Attorney Paul Tucker, as reported by The New York Post.

The officer, identified as 28-year-old Kelsey Fitzsimmons of the North Andover Police Department, was struck once by gunfire during the encounter.

The incident took place while three officers were attempting to serve the restraining order at her residence. She was airlifted to a hospital in Boston and is currently listed in stable condition.

The court order served on Fitzsimmons was a standard 209A abuse prevention order. These orders are issued under Massachusetts law to protect individuals from alleged domestic abuse. Details about who filed the order and the specific allegations have not been publicly released.

“When one of the officers was escorting Ms. Fitzsimmons during the service of the court order, an armed confrontation took place,” Tucker stated during a press conference on Tuesday.

“As a result of that armed confrontation, one of the responding officers discharged their weapon, which struck Ms. Fitzsimmons once.”

Tucker did not confirm whether Fitzsimmons was armed at the time of the incident. He also declined to name the officer who fired the shot but confirmed that the officer has served with the department for more than two decades.

Fitzsimmons, who joined the North Andover Police Department approximately 18 months ago, was reportedly on administrative leave at the time of the shooting.

According to reports, she had recently filed a request to have her service weapon returned. The reason for her administrative leave was not disclosed.

According to WBZ-TV, the restraining order warned that the officers serving the paperwork were aware the situation could turn dangerous.

“Defendant is an officer with a license to carry. Plaintiff expressed concerns regarding Defendant’s reaction to being served,” read a court document cited by the outlet.

Fitzsimmons became engaged in late 2023 to a local firefighter and gave birth to a son in February of this year, according to local CNHI News.

Under Massachusetts law, a restraining order typically requires the surrender of any firearms in the possession of the person being served. The District Attorney emphasized that retrieving weapons was part of the protocol in executing such an order.

The investigation remains ongoing, and the Essex County DA’s office is continuing to examine the events that led to the discharge of a firearm during the service of the court order.
