Riverside County Sheriff Chad Bianco publicly accused progressive lawmakers in Sacramento of pursuing what he described as a coordinated plan to eliminate private property ownership and force Californians into so-called “15-minute cities,” a concept he said reflects socialist government control over where and how people live.

Bianco made the remarks while discussing land use, housing policy, and recent disasters in California, arguing that the progressive left has long sought to fundamentally reshape residential life through centralized planning.

According to the sheriff, the goal is to restrict personal freedom, limit private ownership, and consolidate populations into tightly controlled urban environments.

“The plan was to take away all the private ownership and then make a 15 minute city,” Bianco said.

“I mean, this is there. This is in Sacramento. This is the progressive left agenda that we can’t have our own homes. We can’t live out in the country.”

Bianco explained that the “15-minute city” model envisions communities where residents are expected to live, work, shop, and exercise within a short walking distance, eliminating the need for personal vehicles and reducing individual choice about where to live and how to travel.

“We have to have 15 minute cities where you walk, everywhere you go, and you live everybody lives together,” Bianco said.

“You walk to work, to the grocery store, to wherever it is you want to exercise, whatever it is you want to do, is within a 15 minute city.”

The sheriff framed the concept as a broader ideological effort rather than a benign urban planning initiative, warning that it reflects a philosophy centered on government control rather than personal liberty.

“That’s their idea,” Bianco said.

“That’s the socialist idea of government controlling everything.”

Bianco also tied his concerns to recent events in California, suggesting that destructive fires in affluent coastal areas were used to advance policies that would not otherwise be politically viable.

He specifically referenced Pacific Palisades, implying that devastation created opportunities for government intervention and land use changes aligned with progressive goals.

“And it took the Palisades to make that happen,” Bianco said.
