White House press secretary Karoline Leavitt criticized Democrat governors and mayors for what she described as deliberate obstruction of cooperation between state, local, and federal law enforcement, arguing that political opposition to President Donald Trump is undermining public safety in multiple states.
In remarks addressing ongoing clashes surrounding immigration enforcement, Leavitt said decisions about invoking extraordinary federal authority ultimately rest with the President, but emphasized that existing law provides options if violence and obstruction continue.
“That’s only a question, frankly, Reagan, the President, can answer,” Leavitt said.
“But the Insurrection Act is a tool at the President’s disposal. As you know, it has been used sparingly, but it has been used by previous presidents in American history.”
Leavitt said President Trump has already delivered a clear message to Democratic officials across the country through public statements, warning against rhetoric and actions she said have contributed to violence against federal officers.
“And I think the President’s true social post spoke very loud and clear to Democrats across this country, elected officials who are using their platforms to encourage violence against federal law enforcement officers who are encouraging left wing agitators to unlawfully obstruct legitimate law enforcement operations,” she said.
She argued that cooperation between agencies is the standard expectation among law enforcement professionals at every level, regardless of political leadership.

“And if you talk to any law enforcement officer, no matter what level they work at, they want to be working with their counterparts, whether that’s at the federal level or the federal authorities, wanting to work with their counterparts at the state and local level,” Leavitt said.
Leavitt said that cooperation has been intentionally blocked by Democratic leadership for more than a year, placing officers in an impossible position.
“And it’s truly shameful that now for more than a year, you’ve had elected Democrat governors and mayors who have basically held their state and local law enforcement hostage and told them you cannot cooperate with federal law enforcement,” she said.
She contrasted the current situation with prior cooperation under the Biden-Harris administration, attributing the shift to political animosity toward President Trump rather than changes in law or policy.
“Why they cooperated under the Biden administration? It’s because these Democrats are deranged in their hatred for President Trump,” Leavitt said.
“And they are holding their state and local law enforcement hostage as a result.”
Leavitt said the enforcement operations being blocked are lawful efforts to remove dangerous offenders from communities nationwide.
“And these Democrat mayors and governors are doing this over what, over the over the lawful and legitimate law enforcement operations to remove violent criminals from the streets of Minnesota, from the streets of California, from the streets of New York, and from the streets of every state across this country,” she said.
She pointed to Florida as an example of how cooperation between agencies can reduce unrest and criminal activity.
“And you don’t see these, these riots and these, this vandalism taking place in states like Florida? Why?” Leavitt said.
“Because you have a governor in that state who has empowered federal and local authorities to work together.”
Leavitt concluded by condemning Democratic leadership in sanctuary jurisdictions, saying their policies have directly contributed to disorder.
“And it’s despicable what we’re seeing from these Democrat politicians, especially in Sanctuary states and cities across the country,” she said.
