New York City Council member Zohran Mamdani called for a coordinated government response to what he described as growing threats facing immigrant communities, while urging faith leaders to play a central role in supporting residents who may be targeted by Immigration and Customs Enforcement.

Mamdani made the remarks while outlining his vision for how city government and community institutions should respond during times of crisis.

He argued that city agencies must operate in a unified manner and said religious leaders are essential partners in reaching immigrant populations across New York City.

“We will create a centralized mechanism for coordinating policy across agencies, so that government speaks with one voice in times of need, City Hall will not look away, but we but we need our faith leaders with us, your moral clarity, your integrity,” Mamdani said.

“They are the pillars upon which countless movements for justice have been built.”

Mamdani pointed to the historical role of faith-based organizations in assisting vulnerable populations and said immigrant communities often rely on religious networks when facing legal or personal hardship.

“Many of you have long practiced the tradition of supporting the forgotten and the downtrodden,” he said.

“When our immigrant neighbors are in trouble, they often turn first to their faith networks for counsel, for legal aid, for someone to accompany them to court.”

As part of the initiative, Mamdani said his office has produced tens of thousands of informational materials intended to educate New Yorkers about their rights, particularly in situations involving federal immigration enforcement.

“Today, I call upon you to help us,” Mamdani said. “Give language to courage. Help us remind New Yorkers that they are not alone.”

He said 30,000 guides have been prepared and translated into multiple languages to reach communities he described as being most at risk.

“We have prepared 30,000 guides to New Yorkers rights in 10 languages, the ones most spoken by some of the most heavily targeted populations in our city, teaching our neighbors what to do if ICE targets them,” Mamdani said.

“These guides are here today, ready for you to take. If you run out, we will print more.”

Mamdani urged faith leaders to distribute the materials broadly, including to individuals who are U.S. citizens or who may not believe they are at risk of immigration enforcement.

“I urge you to share these with your congregants, even those who are citizens, even those whom you think ICE may not target,” he said.

“These materials apply to us all.”

He said the guidance is meant to be universal, regardless of how long someone has lived in the United States.

“Those who have been here for five generations, those who arrived last year, they apply to us all,” Mamdani said.

According to Mamdani, the effort is rooted in shared responsibility among New Yorkers and framed through moral and religious principles.

“Because the obligation is upon us all to love thy neighbor, to look out for the stranger,” he said.

“If we are to truly champion the cause of the stranger, let these materials serve as instructions for how to stand in solidarity.”

Mamdani concluded by arguing that unity across cultural, religious, and social lines is necessary to counter what he described as increasing hostility toward immigrant communities.

“If anything can turn back the rising tide of hatred, it is a chorus of those who worship differently and live differently, singing the same undaunted song,” he said.

“For we are all New Yorkers, and yet that has not always been accepted.”
