Comments from Steve Hilton are drawing attention to a California housing bill he says includes a costly provision tied to vehicle usage, raising concerns about its potential impact on homeowners and development.

Hilton focused on a concept known as Vehicle Miles Traveled, or VMT, which he described as a mechanism included within a broader housing measure.

“All right. VMT, do you know what that is? You need to know,” Hilton said. “VMT, it stands for vehicle miles traveled, and it’s yet another sneaky, stealthy way that the Democrats in charge of California want to gouge you for the crime of driving your car.”

He placed the proposal in the context of existing costs associated with driving in the state.

“So this latest version, I mean, this comes on top, by the way, of the highest gas taxes in the country, highest vehicle registration,” Hilton said. “Everything they can do to punish people who drive this thing we’ve dug into was actually started in something that Newsom touted as the solution to the housing crisis, to bring down housing costs.”

Hilton pointed to Assembly Bill 130, a measure promoted by California Governor Gavin Newsom as part of efforts to address housing affordability, and argued that it contains provisions beyond its stated purpose.

“It’s a bill last year called AB 130 and hidden away in it is this thing called the VMT mitigation bank, a new tool for housing and infrastructure,” Hilton said.

He then described how the provision could affect new home construction.

“What it actually does, according to some estimates, is to charge you for every new single family home,” Hilton said. “Remember, they don’t want single family homes. They’re trying to punish single family homes.”

Hilton continued by explaining how the VMT concept is tied to development.

“They want to stop single family homes from being built, and so they’re going to put this charge on it, VMT, because if you build a new home, people are going to drive to their new home that’s vehicle miles traveled,” he said.

He added that the policy is intended to influence the type of housing being built.

“So to try and stop all that, because they want to shove apartment buildings into existing neighborhoods,” Hilton said.

“Instead of building new single family homes, they are trying to sneak in a charge.”

Hilton then described the scale of the potential cost associated with the provision.

“Wait for it, of $1,350 per month for 20 years on every new single family home,” he said. “And this is in the bill the AB 130 that Gavin Newsom said would solve the housing crisis.”

He concluded by criticizing the broader approach to housing and taxation in the state.

“They don’t want to solve the housing crisis. They don’t want to solve anything,” Hilton said. “They just want to charge you more, and in return, you get less.”

Hilton also outlined his position on the policy moving forward.

“That’s why we need change in California, when I’m Governor, all this nonsense will be scrapped,” he said.
