Congress’s failure to fund the Department of Homeland Security has left the Coast Guard operating under a cloud of uncertainty, even as it answers the nation’s calls.

The impact reaches into homes across the service, where pay and basic services hang in the balance because funding remains unresolved.

During an April 16 congressional hearing, Adm. Kevin Lunday warned that the service has been unable to pay 5,000 utility bills due to the shutdown.

He added that more than 100 providers have “threatened to cut off electricity and water to our Coast Guard stations and air stations.”

The consequences are immediate and tangible, and they threaten readiness at a critical moment for national security.

The Senate has advanced a budget plan that could end the funding lapse, but questions remain about how long Congress will take to fully fund the Department of Homeland Security, which houses the Coast Guard.

The pause has created a sense of drift in a force that answers calls in storms, at sea, and along our borders.

Spouses of Coast Guard personnel describe the hardship in stark terms.

“I think by far and large, the largest pain point is just feeling forgotten,” said Alena, a Coast Guard spouse.

“Nobody’s talking about how our families are still in a shutdown and pay is uncertain, and that’s really hard.” The financial pressure is not a minor inconvenience; it is a daily stress that weighs on families trying to plan for their children’s futures.

Active duty members have remained paid so far, but anxiety about future pay remains high.

Alena noted that civilian employees have gone more than six weeks without pay, and she asked, “We really would like to sign our children up for sports camp, but can we afford the fees if my husband doesn’t get his paycheck?” She also described other personal dilemmas, including her daughter’s braces.

“My daughter needs braces. Can we make that decision?” The looming question is the same across families: what happens next month?

The uncertainty is compounded by limited communication from leadership. “The only information that we have received is when we’re refreshing our bank apps to see: did it come today?” Alena said. The service’s top leaders have acknowledged the strain.

“The American people depend on the Coast Guard every day. They are furious that the Coast Guard, as a branch of the armed forces defending the nation, has not been funded for 69 days and our personnel and their families are worried about whether they’ll be paid next month. We continue to serve the American people by saving lives, securing the border from threats, facilitating commerce, and responding to crises. This lapse is needlessly harming our people and degrading Service readiness. We need Congress to fund [the Department of Homeland Security] and the Coast Guard now,” Adm. Lunday declared to the chamber.

Beyond paychecks, families are bearing out-of-pocket costs for essentials like tuition and moving expenses.

Brittany, the wife of an active-duty Coast Guardsman, explained that her husband is pursuing graduate classes required for promotion, but Tuition Assistance, a vital benefit, was cut off during the shutdown. He has already paid $1,400 for the classes and faces another payment to continue.

The family’s looming move in June adds another layer of expense, because the Coast Guard cannot advance most moving costs. While reimbursements are possible, they could take a year to come through, leaving many families dipping into savings or taking on debt.

“The costs place a lot of strain on the family budget,” Brittany said.

“There’s no security left for us. It means not being able to buy a house one day. It means education having to be put on pause, which is ultimately my future career and more stability for the family.” Another spouse who asked to remain unnamed described impending outlays for a move, education, and daily living while waiting for reimbursement.

Rear Adm. Chuck Fosse, the Coast Guard’s deputy commandant for personnel, acknowledged the hurdles the shutdown created for advances on moving expenses. He stressed that personnel would be reimbursed once funding is restored.

“We recognize the financial strain this places on our members and their families. The Coast Guard is working to maximize available resources and prioritize support, particularly for junior personnel and those with the greatest needs,” Fosse said.

To ease the burden, the Coast Guard increased limits on Government Travel Charge Cards to cover moving costs. The service continues to grapple with the financial strain facing its roughly 8,900 civilian employees, many of whom relied on prior pay schedules to support families, housing, and essential needs.

The distress is not limited to dollars. The toll on morale and mental health is evident. “The shutdown’s effects on Coast Guard civilian employees have been ‘heartbreaking’ to watch,” said Donnie Brzuska, spokesman for Coast Guard Mutual Assistance.

“We had a situation where a woman was days away from being evicted from her home, and a civilian employee who works refurbishing helicopters for our Coasties was working full time during the day, working part time at night, and still couldn’t afford to put food on the table, was going to food pantries.”

He added that the crisis will have long‑term implications for the civilian workforce.

Experts like Andrea Cacciola, whose husband serves, described the ongoing strain: “We have these men and women that are showing up to work every day, right, protecting our country. The constant weight of the uncertainty and wondering if their families are going to be okay, that’s, I think, the hardest thing. They’re still serving; they’re still standing the watch, answering the call, and I think we all deserve that stability.”

The situation demands action. President Trump has made clear that the country will not leave brave Coast Guardsmen and their families in limbo, and the War Secretary, Pete Hegseth, has pledged that the administration will press Congress to restore funding quickly.

The aim is simple: fund the Department of Homeland Security, restore pay and benefits, and renew readiness across the Coast Guard. The men and women who carry out rescue missions, secure borders, and safeguard communities deserve certainty, not this lingering cloud of financial uncertainty.

As lawmakers debate, the message from the frontline is clear: every day of delay costs families, undermines readiness, and weakens the country’s ability to respond to crises.

The path forward is straightforward—fund the Coast Guard now, and give families the stability they deserve so they can continue answering the nation’s call with resolve and courage.
