The corporate press has finally stumbled onto a surrogacy pipeline that should have triggered alarm bells in Washington years ago.

An American mother says she agreed to carry a baby for what she believed was a single father, only to learn the intended parent was reportedly a reclusive Chinese billionaire.

The woman, identified by CBS News as Judy, responded to an Instagram advertisement offering $120,000 for becoming a surrogate.

A single mother raising a seven year old child, she was living with her father and hoped the payment would help her secure a home of her own.

According to CBS, the agency presented the intended parent as a single man who wanted to expand his family.

Leaked documents reportedly connected the pregnancy to Xu Bo, founder of the Chinese video game company Duoyi Network and the subject of mounting scrutiny over his reported use of American surrogates.

Judy signed with Patriot Conceptions, a California agency whose website promotes its military veteran roots.

CBS reported that the company lists Haotian Bai as its founder, though Judy says she was given precious little information about the man whose child she was carrying.

When Judy asked how many other surrogates had been hired by the same client, she was reportedly told the number was close to two dozen.

“That’s a lot of kids at one time,” she told CBS.

Judy said she requested a meeting with the intended father at least five times, but no meeting occurred.

That secrecy left her wondering whether she had been given enough information to provide meaningful consent before entering such a deeply personal arrangement.

“The agency should’ve been very transparent from before getting matched … about who it is that you’re having a baby for and what the family is,” Judy said.

She then asked the question Washington regulators should also be asking, “It leaves me wondering: do I even have a right to know?”

CBS informed Judy that her pregnancy was allegedly connected to Xu, whose reported family building project has raised ethical, legal, and national security concerns.

Wealthy foreign nationals are not merely purchasing surrogacy services when the resulting children receive American citizenship and all the future rights attached to it.

Under the prevailing interpretation of the Fourteenth Amendment, children born on American soil generally receive citizenship at birth.

That status can later provide voting rights, access to government employment, and the ability at age 21 to sponsor qualifying relatives through the immigration system.

Some agencies have reportedly marketed American surrogacy and birth arrangements as less expensive than pursuing an EB 5 investor visa.

If accurate, that pitch turns citizenship into a luxury product for wealthy overseas clients while ordinary Americans face lectures about borders from the same political class that allowed the loophole.

A Wall Street Journal investigation reported that Xu sought parental rights involving multiple unborn children.

The Journal said he told a California judge in 2023 that he hoped to have approximately 20 children born in the United States, primarily boys who could eventually inherit and operate his business empire.

The Journal also reported that some children were being raised by nannies in California while documentation was prepared for travel to China.

Xu reportedly told the court that work obligations had prevented him from meeting some of the children, an explanation unlikely to reassure anyone concerned about their welfare.

Xu later posted an image showing roughly 100 young children seated in rows, according to the reports.

In a Chinese language statement, he expressed his belief that larger numbers of children bring greater blessings and connected his actions to the future development of the Chinese nation.

His former partner, Tang Jing, has publicly claimed during a custody and financial dispute that Xu may have as many as 300 children.

Duoyi Network rejected that larger figure after the Journal investigation, but reportedly acknowledged that years of American surrogacy efforts had produced “only a little over 100” children.

In a later statement cited by CBS, Xu disputed the larger estimates and said he has custody of 12 children born through surrogacy in the United States.

Even that smaller figure would leave serious questions about disclosure, oversight, parental responsibility, and the industrial scale use of American citizenship laws.

The report also states that the Supreme Court rejected a Trump administration attempt to restrict citizenship for certain children born to noncitizen parents.

With wealthy foreign clients apparently using American surrogacy at scale, Congress can no longer pretend this is merely a private family matter beyond legitimate national scrutiny.

Judy’s experience puts a human face on a system wrapped in secrecy, enormous payments, and life changing consequences.

America needs clear disclosure requirements and serious federal scrutiny before another foreign billionaire assembles a sprawling network of American citizen heirs while Washington’s professional hand wringers look the other way.
