After Many Changes, US and Ukraine Are Closer to Agreement on Peace Plan

As Ed pointed out last week, the Trump administration delivered a 28-point peace plan to Ukraine along with some pressure to agree to the plan by Thanksgiving.

By most accounts the plan was a lot more favorable to Russia than to Ukraine. In fact, there was a disagreement over the weekend about what the 28-point plan represented. Was it actually a US plan or was it a Russian wish list? Some Senators claimed they had been told by Sec. Rubio it was the latter.





U.S. lawmakers attempted Saturday to reverse days of confusion around a leaked peace plan for Ukraine, saying Secretary of State Marco Rubio assured them the document does not represent the Trump administration’s position.

Rubio called the bipartisan delegation to the Halifax International Security Forum on Saturday afternoon, they said, while en route to Geneva for talks with Ukrainian officials. He described the plan as a Russian proposal, they said, and not a U.S. initiative.

“He made it very clear to us that we are the recipients of a proposal that was delivered to one of our representatives,” said Sen. Mike Rounds (R-S.D.). “It is not our recommendation. It is not our peace plan. It is a proposal that was received, and as an intermediary, we have made arrangements to share it — and we did not release it. It was leaked.”’

But as soon as that story started making the rounds, the State Department denied it. And then Sec. Rubio clarified it himself on X, saying it was a US authored plan but not a final offer. Instead he called it a “framework for ongoing negotiations.”

President Trump also clarified Saturday that the plan given to Ukraine was not a final offer:

In any case, Rubio was correct that this was just a framework. Reports today suggest that lengthy discussions with Ukraine have resulted in a much different plan, one that may only have 19 points left.

The United States and Ukraine significantly changed a controversial 28-point plan to end the war following frenzied meetings in Geneva that brought the two sides closer to an agreement after the White House pushed Kyiv to sign off on the plan by Thanksgiving…

A U.S. delegation, led by Secretary of State Marco Rubio, and a Ukrainian team, led by the head of the presidential office, Andriy Yermak, held talks in Geneva this weekend to hammer through changes to the proposal.

The meetings were “tense and tough” but productive, said Oleksandr Bevz, an adviser to Yermak who participated in the Geneva summit. He said the Thursday deadline now appears more flexible than it had before. “It’s not a code red — it’s more important to finalize the text.”

“Many of the controversial provisions were either softened or at least reshaped” to get closer to a Ukrainian position or reduce demands on Ukraine, he said. By Monday, while not all the language in the draft was considered entirely “acceptable” to Kyiv, Bevz said, the text was revised to a point that it can at least “be considered, whereas before it was an ultimatum.” The U.S. had reportedly threatened to cut all support if the deal wasn’t accepted…

The document had been reduced 28 points to 19 by Monday, an official briefed on the discussions said.





Sec. Rubio came out of negotiations today and described it as the most productive day since the US got involved in this peace process.

Earlier today, President Trump suggested progress was being made.

But the Kremlin would only say it hadn’t seen anything yet.

“No, we have not received any information yet,” Peskov said in response to questions from the media. “We are, of course, closely monitoring the media reports that have been pouring in over the past few days, including from Geneva.”

So we’ll see what happens but it doesn’t sound like Russia is on board at this moment.
