Another Liberal Judge Arrested After Helping Illegal Alien Escape ICE [WATCH]

A Milwaukee County Circuit Court judge was arrested Friday morning and charged with multiple federal crimes for allegedly helping a previously deported illegal immigrant evade arrest by federal immigration authorities.

According to a federal complaint, Dugan is accused of hiding Mexican national Eduardo Flores-Ruiz in a jury room following a court appearance on April 18, then escorting him out of a restricted exit to avoid Immigration and Customs Enforcement (ICE) agents who were waiting to arrest him.

Federal law enforcement agencies including ICE, the FBI, Customs and Border Protection (CBP), and the Drug Enforcement Administration (DEA) were attempting to take Flores-Ruiz into custody following a hearing before Dugan related to three misdemeanor battery charges.

Flores-Ruiz allegedly assaulted two individuals, leaving both requiring hospitalization.

Despite the presence of federal agents, the complaint states Dugan refused to cooperate, ordering agents to speak with the chief judge instead.

After the hearing, she allegedly helped Flores-Ruiz and his attorney exit through a non-public jury door, bypassing areas where ICE agents were stationed.

When agents later attempted to arrest Flores-Ruiz outside the courthouse, he fled on foot but was apprehended after a brief pursuit.

Federal authorities say he had been previously deported from the United States and had reentered the country illegally without permission.

Judge Dugan appeared in federal court in Milwaukee on Friday.

She did not make any public statements during the hearing.

Her attorney, Craig Mastantuono, told the court that Dugan “wholeheartedly regrets and protests her arrest,” and called the charges an overreach not motivated by public safety. Her next hearing is scheduled for May 15.

Earlier this week, Judge Dugan responded to media reports about the incident, stating in an email to the Milwaukee Journal Sentinel: “Nearly every fact regarding the ‘tips’ in your email is inaccurate.”

Attorney General of the United States Pam Bondi condemned Dugan’s actions during an appearance on America Reports, saying, “We could not believe that a judge really did that. You cannot obstruct a criminal case. And really, shame on her.”

Bondi added that the case involved domestic violence and that the judge had prioritized a criminal defendant over his victims.

“[He] beat the guy, hit the guy 30 times, knocked him to the ground, choked him, beat up a woman so badly, they both had to go to the hospital,” Bondi said, referring to the assault allegations against Flores-Ruiz.

The Milwaukee Journal Sentinel reported that ICE had conducted two other arrests at the courthouse in recent weeks.

The arrest of Judge Dugan comes just one day after a New Mexico judge and his wife were also arrested for allegedly harboring an illegal immigrant connected to the violent criminal organization Tren de Aragua.

State Rep. Bob Donovan, a Republican from Milwaukee, responded to the allegations against Dugan earlier this week.

“In all my years of Milwaukee politics and public safety issues, working with cops, district attorneys, and judges, I have never seen a more irresponsible act by an officer of the court, let alone a judge, if true,” Donovan stated.

“This borders on obstruction of justice and I hope the FBI continues a thorough investigation and, if warranted, prosecution to the fullest extent of the law.”

Dugan was elected to the Milwaukee County Circuit Court in 2016 and won reelection unopposed in 2022.

She previously served as executive director of Catholic Charities and has worked with legal aid organizations. According to court records, she currently handles misdemeanor cases in Branch 31 of the court.
