The Texas House of Representatives has voted to authorize arrest warrants for Democratic lawmakers who fled the state in an effort to block a vote on a congressional redistricting proposal backed by President Donald Trump.

The vote took place on Monday after a group of Democrats traveled out of state to deny the chamber the quorum required to conduct business.
The redistricting plan under consideration would add five new Republican-leaning U.S. House districts in Texas ahead of the 2026 midterm elections.
The proposal has received support from President Trump and is aimed at aligning the congressional map with population shifts and the preferences of Texas voters.
On Sunday, dozens of Democratic legislators left Texas and traveled to Illinois, New York, and Massachusetts.

Their departure was a strategic move to prevent the House from reaching the necessary two-thirds attendance threshold to hold votes during the special legislative session.
By fleeing the state, the lawmakers sought to halt progress on the redistricting legislation and delay any action on the bill.
In response to their departure, Texas Governor Greg Abbott warned of consequences for the absent members.
Abbott threatened each lawmaker with a $500 fine for every day they remain absent without excuse and said they could be subject to removal from office.
He also signaled that arrests could be used to compel their return to the Capitol.
“The Democrats who abandoned their jobs have until 3 p.m. Monday to return,” Abbott said, setting a clear deadline for their reappearance.

By Monday afternoon, the Texas House passed a motion to issue arrest warrants for the absent members.
With the vote, the House authorized the use of law enforcement to locate and detain the Democrats and bring them back to the chamber to conduct legislative business.

Texas Attorney General Ken Paxton also weighed in on the matter, stating that the fleeing legislators had a constitutional obligation to attend the session and vote.
“They need to be found, arrested, and brought back to do the job they were elected to do,” Paxton said.
“Running away from the process is not a legal or acceptable option.”

Meanwhile, Illinois Governor J.B. Pritzker offered support to the Texas Democrats who fled to his state.
Although he pledged logistical assistance, Pritzker clarified that Illinois would not cover any financial penalties or fines incurred by the lawmakers.
“We will make sure they are safe while here,” Pritzker said, “but they are responsible for their own legal and financial matters.”
The redistricting proposal remains on hold until enough members return to reach quorum. Republican leaders have said they will continue to push forward and take steps necessary to resume the legislative session.
As of Monday evening, several Democratic lawmakers remained outside of Texas, despite the deadline set by Governor Abbott.
Those who missed the 3 p.m. cutoff now face the possibility of being forcibly returned and facing additional disciplinary measures, including potential expulsion from the legislature.
