Joe Biden is exiting office with the lowest approval rating on record for any U.S. president at the end of a first term, according to CNN senior data reporter Harry Enten.
During a Sunday segment, Enten revealed that Biden’s job approval rating currently averages 38%, the lowest ever recorded for a president who did not seek or win reelection.
Enten compared Biden’s approval rating to past presidents, noting that his 38% average is one point lower than Donald Trump’s 39% at the conclusion of his first term in January 2021.

“Joe Biden is actually lower than Donald Trump was at the end of his first term. Remember, at the end of his first term, everyone was saying Donald Trump’s political career was over. Joe Biden’s [approval rating] is even lower than Trump’s,” Enten said.
Biden’s approval rating is also significantly below other one-term presidents, such as Jimmy Carter, who ended his presidency with 44%, and George H.W. Bush, who averaged 56% at the end of his term.
A recent Associated Press/NORC poll found that only 25% of Americans consider Biden to be a “good” or “great” president.
By comparison, 36% said the same about Trump, and 52% held that view of former President Barack Obama at the end of their first terms.
“Look at how low Joe Biden is, my goodness gracious,” Enten remarked. “It’s only a quarter of the country who believes that Joe Biden was a good or great president.”
Enten noted that Biden’s approval ratings throughout his presidency averaged 42%, below the historical presidential average of 52% tracked by Gallup since 1938.
His highest approval rating, 57%, occurred in early 2021, shortly after taking office. His lowest, 36%, was recorded in July 2021 following the chaotic withdrawal from Afghanistan.
Biden’s approval ratings began to decline sharply after the Afghanistan withdrawal in August 2021, during which a suicide bombing outside Hamid Karzai International Airport claimed the lives of 13 U.S. service members.
The administration faced widespread criticism over its handling of the exit, which left American allies and citizens stranded in the region.
Other significant challenges, including inflation and economic uncertainty, also weighed heavily on Biden’s presidency.
Although inflation dropped below 3% in July 2024, many voters continued to express concerns about the economy and immigration—two key issues where polling shows Americans trust President-elect Trump more than Biden or Vice President Kamala Harris.
While Biden’s approval ratings reached historic lows, Trump’s popularity has increased since leaving office.
Enten reported that Trump’s current approval rating has risen to 47%, the highest average he has received in his political career.
Additionally, 56% of Americans now believe Trump will be a successful president in his upcoming term.
As Biden prepares to leave the White House, his low approval ratings and challenges during his term mark the conclusion of a political career spanning more than five decades.
“Joe Biden goes out a very unpopular man at the end of a 50+ year political career,” Enten concluded.
The data shows a dramatic shift in public opinion as Trump prepares to return to the presidency with growing support, leaving Biden’s tenure as a point of reflection for his party and the nation.
