Federal immigration agents opened fire on two suspected Tren de Aragua gang members in Portland after authorities said the pair attempted to run down officers with their vehicle during a traffic stop, according to statements from the Department of Homeland Security.
Homeland Security officials identified the suspects as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras, both Venezuelan nationals who were living in the United States after being released by the Biden-Harris administration despite prior criminal histories.
Officials said the two are married.
According to DHS, a U.S. Customs and Border Protection agent fired at the pair after they used their vehicle as a weapon while fleeing a traffic stop on Thursday.
The agency said Moncada is a suspected member of the Tren de Aragua gang.

“A CBP agent opened fire on Venezuelan gangsters Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras after they ‘weaponized’ their car fleeing a traffic stop,” DHS said in a statement.
DHS announced Friday that Moncada entered the United States illegally in 2022 and was released by the Biden-Harris administration.
The agency said that after his release, Moncada was arrested for drunk driving and unauthorized use of a vehicle.
DHS also said Moncada has a final order of removal.
Zambrano-Contreras entered the United States in 2023 near El Paso, Texas, according to DHS.
The agency said she was also released by the Biden-Harris administration.
DHS alleged that Zambrano-Contreras “played an active role in a Tren de Aragua prostitution ring” and said she was involved in a previous shooting in Portland.
Sources told CNN that Moncada and Zambrano-Contreras are married.
Those same sources told the outlet that Moncada was shot in the arm and Zambrano-Contreras was shot in the chest during the incident.
DHS spokesperson Tricia McLaughlin said agents had pulled over the vehicle and identified themselves before the situation escalated.
“The agents had pulled over the vehicle and identified themselves to the pair inside — but the driver then allegedly tried to run them over,” McLaughlin said Thursday.
She said an agent fired after the situation became life-threatening.
“Fearing for his life and safety, an agent fired a defensive shot. The driver drove off with the passenger, fleeing the scene,” McLaughlin said.
Portland police later responded to reports of gunshot wounds near Northeast 146th Avenue and East Burnside Street at approximately 2:20 p.m. local time.
Police said a man and a woman were found injured after the man contacted authorities for assistance.
Police said the shooting occurred roughly three miles away from where the traffic stop took place.
Officers did not identify the individuals at the scene, deferring to federal authorities for details about the encounter.
Both Moncada and Zambrano-Contreras were transported to a local hospital for treatment.
Their conditions were not released.
The Department of Homeland Security said the incident remains under investigation.
DHS officials emphasized that the agent involved fired in response to what they described as an immediate threat to life.
Tren de Aragua is a Venezuelan criminal organization that DHS has linked to human trafficking, prostitution operations, and violent crimes.
DHS said both individuals were previously encountered by immigration authorities before the Portland incident.
The agency did not release additional details about the traffic stop or what led officers to pull over the vehicle.
Portland police said their involvement began only after the injured individuals were located later that afternoon.
Federal authorities have not announced whether charges will be filed related to the attempted assault on the agents.
