Newly released body camera footage shows the dramatic arrest of Cook County Board of Review Commissioner Samantha Steele, following a suspected DUI incident in which she allegedly crashed into two cars on November 10.

The footage, obtained by elections consultant Frank Calabrese, captures the tense interaction between Steele, a prominent Democrat, and officers on Chicago’s North Side.

The video opens with a chaotic scene as officers respond to a crash and attempt to remove Steele from her vehicle.

Despite multiple requests from officers to exit the vehicle, Steele initially refuses to comply, citing her position as an “elected official.”

She insists on waiting for her attorney before taking any further action. “I’m an elected official,” Steele is heard saying in the video as officers explain the seriousness of the situation.

“You’ve been involved in a crash and you appear to be intoxicated,” one officer says, urging her to cooperate.

Steele, 37, identifies herself as “Sam” but initially gives little information about her identity, prompting officers to investigate further.

One officer asks, “Elected official of what?” to which Steele responds, “Cook County.”

After several attempts to coax Steele out of the car, officers are forced to take more aggressive action, opening the door and assisting her out of the vehicle.

The footage reveals that Steele resisted participating in field sobriety tests and refused to provide a breathalyzer sample. Officers observed signs of impairment, including a strong smell of alcohol, slurred speech, and an unsteady demeanor.

During the arrest, one officer remarks, “We’re just doing our job,” as Steele continues to argue and delay the process.

At the hospital, according to the arrest report, Steele allegedly taunted one of the officers, questioning, “Is your penis that small?” Officers typically deactivate their body cameras within hospital premises, so there is no footage of this interaction.

After being discharged, Steele was transported to the Lincoln (20th) District and charged with misdemeanor DUI. She was later released.

Steele, who has over 15 years of experience in property valuations, serves as Commissioner for the Second District on the Cook County Board of Review.

She has a background in developing best practices for property tax assessments and appeals across the U.S. Steele also worked as a County Assessor in Indiana, where she implemented methods to address a backlog of tax appeals.

Steele holds academic credentials from Purdue University and the Kent Institute of Art & Design and is a licensed real estate broker with certifications in real estate and fee appraisal.

Additionally, she is a managing member of the Leanor Group and an active member of the International Association of Assessing Professionals.

Following the incident, Cook County Commissioner Sean Morrison called for Steele’s resignation.

He criticized her “aggressive behavior” during the arrest, which raised concerns about her conduct and judgment as an elected official.

“This incident raises serious concerns about her conduct and judgment as an elected official,” Morrison said. “If an elected official does not respect our dedicated police officers, then how can we expect the citizens to respect the police?”

The incident has led to a public outcry, and many are questioning Steele’s suitability to hold public office following the arrest.

The Cook County Board of Review has yet to release an official statement on the matter.
