In an interview with 60 Minutes host Scott Pelley, FBI Director Christopher Wray issued a stark warning about the growing cyber threat posed by China.
Wray detailed the extensive reach of China’s cyber program, describing it as the largest in the world and a significant danger to American security and critical infrastructure.
“China’s cyber program is by far and away the world’s largest, bigger than that of every major nation combined,” Wray stated.

He explained that the Chinese government has stolen more personal and corporate data from Americans than all other nations combined.
Wray emphasized that while cyber theft has garnered attention, a more alarming aspect of China’s cyber operations has not been sufficiently highlighted.
“Even beyond the cyber theft, there’s another part of the Chinese cyber threat that I think has not gotten the attention publicly that it I think desperately deserves,” Wray said.
He revealed that China has pre-positioned itself within American civilian critical infrastructure, giving it the ability to disrupt vital systems at will. “The Chinese government’s prepositioning on American civilian critical infrastructure [is] to lie in wait on those networks, to be in a position to wreak havoc and can inflict real world harm at a time and place of their choosing,” Wray explained.
Scott Pelley confirmed the seriousness of the situation, stating, “The Chinese have already insinuated malware into critical American infrastructure.”
Wray affirmed this, elaborating on the potential targets: “Things like water treatment plants. We’re talking about transportation systems, we’re talking about targeting of our energy sector, the electric grid, natural gas pipelines, and recently, we’ve seen targeting of our telecommunications system.”

The FBI Director’s remarks underscore the severe national security risks posed by China’s cyber activities.
By infiltrating critical infrastructure, China could disrupt essential services, posing a threat not just to economic stability but also to public safety.
As these warnings come to light, the scope of China’s cyber operations highlights the urgent need for increased vigilance and strengthened cybersecurity measures to protect the United States’ most vital systems.
The prepositioning described by Wray serves as a chilling reminder of the potential real-world harm that could arise from such vulnerabilities.
Wray’s comments reflect a growing awareness within the intelligence community about the multifaceted nature of the cyber threats facing the United States and the need to address them before they escalate further.
