Chuck Schumer and Hakeem Jeffries Issue a 10 Point DHS Funding Ransom Note [WATCH]

Scot Bertram outlined a list of demands issued by Senate Majority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries tied to upcoming Department of Homeland Security funding, arguing Democrats are attempting to leverage immigration enforcement restrictions during budget negotiations.

“Late last night, we have this list of demands from Chuck Schumer in the Senate, Hakeem Jeffries in the house, as funding for the Department of Homeland Security,” Bertram said.

Bertram noted that the dispute follows a brief federal shutdown that drew little public attention before the President signed a new budget.

“There was, did you even know there was a four day government shutdown? This is how inconsequential it is to much of our lives there,” he said.

“There was a four day shutdown until the President signed the new budget. Some of the stuff has not been negotiated yet, including 2026 funding for DHS.”

Bertram said Democrats are positioning DHS funding as the point of confrontation.

“This is where Democrats think they’re going to make their stand,” he said.

“They write a letter to Speaker Johnson and leader Thune last night.”

He summarized the opening language of the letter.

“Federal immigration agents cannot continue to cause chaos in our cities,” Bertram said, quoting the letter’s premise, before questioning the claim.

“Who’s causing chaos in these cities while using taxpayer money that should be used to make life more affordable for working families.”

Bertram said the letter lays out ten specific demands aimed at immigration enforcement.

“They have 10 points here. 10 points, 10 demands. 10 demands,” he said.

Among those demands, Bertram said, is a prohibition on DHS officers entering private property without a warrant.

“Targeted enforcement. DHS, officers cannot enter private property without a judicial warrant,” he said.

He highlighted another requirement banning face coverings for immigration agents.

“Number two, no masks. Very funny, right?” Bertram said.

“Prohibit ICE in immigration enforcement agents from wearing face coverings.”

Bertram said the demands also require DHS officers to identify themselves during enforcement actions.

“Require ID, require DHS officers to conduct immigration enforcement efforts to have ID, verbalize their ID number and last name if asked,” he said.

Another provision would restrict enforcement near certain locations.

“Protect sensitive locations,” Bertram said.

“Prohibit funds from being used to conduct enforcement near sensitive locations, including medical facilities, schools, child care facilities, churches, polling places, courts.”

Bertram questioned why polling places were included.

“Why would Democrats be so concerned about enforcement against illegal immigrants at polling locations, at or near polling locations, ponder that one for a moment,” he said.

Additional demands include ending racial profiling and enforcing use-of-force standards.

“Stop racial profiling, uphold use of force standards,” Bertram said.

He said one point initially appeared to align with calls for cooperation but did not.

“Ensure state and local coordination and oversight,” Bertram said.

“This is what Tom he’s talking about, state and local coordination, oversight with ICE, respect ICE detainers. This is great. Oh no, no, no, wait, wait, wait, no, that’s not what they mean at all here.”

Bertram said the language instead focuses on investigations.

“They just want the ability to investigate and prosecute,” he said.

Other demands include system safeguards, body cameras, and limits on equipment.

“No paramilitary police regulate and standardize the type of uniforms and equipment DHS officers can carry or DHS officers carry during enforcement operations.”

Bertram said Schumer and Jeffries also outlined actions they believe the Trump administration should take immediately as a sign of good faith.

“Furthermore, Schumer and Jeffrey say there are steps the Trump administration can take right now to show good faith in this bargaining,” he said.

Those steps include reducing federal presence in Minnesota.

“One fully ramping down the surge in Minnesota, so 700 troops out yesterday,” Bertram said, referencing recent developments.

“Tom Homan being somewhat conciliatory, not enough.”

Bertram said Democrats are also calling for the removal of the Homeland Security secretary.

“And they want Christi dome fired, remove Secretary of Homeland Security, Christine dome from her position,” he said.

Bertram concluded by reiterating that the letter centers on the ten demands tied to DHS funding.

“And then, of course, the 10 demands that Chuck Schumer and Hakeem Jeffries have,” he said.
