Convicted Child Sex Offender Illegal Alien Drags Officer, Blames ICE in 911 Call [WATCH]

A Guatemalan national with a criminal record, including a felony sex crime conviction, has been arrested and charged after allegedly injuring a federal immigration officer during a traffic stop in Minnesota.

Roberto Carlos Munoz, 39, was taken into custody following a June 17 incident in Bloomington during which he allegedly dragged an Immigration and Customs Enforcement (ICE) agent with his vehicle for approximately 50 yards.

The U.S. Department of Homeland Security (DHS) and the FBI confirmed the arrest on Wednesday.

According to a federal criminal complaint, Munoz was stopped around 8 a.m. by ICE Enforcement and Removal Operations (ERO) agents near his residence as part of an operation to detain him for removal proceedings.

Munoz, who was previously convicted in 2022 for felony fourth-degree criminal sexual conduct involving his 16-year-old stepdaughter in Hennepin County, Minnesota, had been the subject of an ICE detainer request following that conviction.

However, the detainer was not honored by local authorities, and Munoz was released without federal notification.

When ICE agents approached his vehicle on June 17, Munoz allegedly refused to exit. Officers then broke his windows in an attempt to gain access.

One officer reached inside the vehicle to unlock it, at which point Munoz reportedly accelerated, dragging the officer alongside the moving car through a residential neighborhood.

According to the FBI affidavit, the ICE agent deployed a taser twice in an attempt to stop Munoz, but the suspect continued driving “in an apparent effort to shake the ERO officer from the vehicle.”

The agent sustained serious injuries after being thrown from the car when it struck a curb.

The officer was hospitalized and required more than 30 stitches for wounds and abrasions.

He is expected to make a full recovery.

Following the incident, Munoz placed a 911 call, falsely claiming he had been assaulted by ICE agents.

Bloomington police responded, and Munoz was arrested and booked into custody. Federal prosecutors charged him with assaulting a federal officer with a deadly weapon resulting in bodily injury.

“This was a brazen and cowardly act by a criminal illegal alien who has complete disregard for the laws of our country and clearly places himself above the lives of others,” said Peter Berg, Field Office Director for ICE ERO in St. Paul.

“The deportation officer involved in this incident — someone who has dedicated his life to upholding the law and protecting this nation — was severely wounded by a fleeing suspect who should have never been in the United States in the first place.”

DHS Assistant Secretary Tricia McLaughlin issued a statement on the arrest, stating: “Roberto Carlos Munoz is a child sex offender and illegal alien from Guatemala who attempted to evade law enforcement and dragged an ICE officer 50 yards down the street with his car. Thankfully, the officer is expected to make a full recovery.”

McLaughlin also criticized Minnesota Governor Tim Walz over the state’s approach to immigration enforcement.

“This illegal alien has been committing violent crimes in the U.S. for nearly 15 years. He is a convicted child sex offender who has a rap sheet that includes an arrest for domestic assault and multiple driving offenses. Under Governor Tim Walz, this sicko was living in Minnesota without consequence. Instead of comparing ICE law enforcement to the Gestapo, Governor Walz should be thanking our brave law enforcement for arresting these violent criminals.”

According to ICE records, Munoz illegally entered the United States on an unknown date and has a criminal history dating back to 2010.

In addition to his conviction for a sex crime, his record includes arrests for domestic violence and other offenses.
