Democratic Illinois Rep. Delia Ramirez, who previously said she is a Guatemalan first before an American, described U.S. Immigration and Customs Enforcement (ICE) as a “terrorist organization” at an event Aug. 8.
During a keynote address at Netroots Nation, a left-wing political convention, the anchor baby congresswoman directly called out border czar Tom Homan before she attacked ICE as a “terrorist organization.” Ramirez is a member of the Homeland Security Committee. “In my own district, in District 3, we’ve stood up rapid response efforts to defend our communities against Trump,” Ramirez said. “It’s why Tom Homan hates me so much. He says, ‘We come to Chicago, but Chicago’s too educated on their rights,’ because he hopes that we don’t know our rights so they can violate them.”
“Well, Tom Homan, let me tell you, all over the country: We will continue to stand up for our rights, and we will continue to call out the terrorist organization that is ICE.”
Ramirez also said at the conference that being an American means reckoning with colonialism and thinking “about what reparations look like.”

Ramirez, whose husband is in the U.S. illegally and whose parents immigrated from Guatemala, said in Spanish that she is more proud to be Guatemalan than she is to be American during a recent appearance at a left-wing conference in Mexico. The congresswoman also accused the U.S. of being “addicted to war,” and prioritizing “imperialism, militarization, conquest, control, competition in its attempt at domination.”

Ramirez isn’t the first Democratic lawmaker to equate ICE to a terrorist organization. Fellow “Squad” member, Democratic Rep. Pramila Jayapal of Washington, doubled down and defended herself after describing ICE as a “terrorist force” in early July.

“I think it is the administration that has to apologize to U.S. citizens that have been rounded up, to legal permanent residents, to people with legal statuses across the country who are getting swept up, people who have been here for 20 years and committed no crimes, getting swept up by masked men who are kidnaping them and deporting them,” Jayapal told CNN. “That, to me, is what is so outrageous. It’s unconstitutional. It’s illegal, and it is absolutely terrorizing people, including small businesses, farmers.”
