The Department of Homeland Security has been operating under a partial shutdown since Feb. 14 as Democrats and Republicans remain locked in a standoff over funding tied to immigration enforcement policies under President Donald Trump.

The dispute centers on demands from Democrats to restrict Immigration and Customs Enforcement operations in what they describe as “sensitive places,” including polling sites across the United States.

House Minority Leader Hakeem Jeffries has made clear that Democrats intend to hold their position unless Republicans agree to those restrictions.

The shutdown began after Democrats refused to support funding legislation without provisions limiting ICE enforcement activity. The standoff has continued without a clear resolution as lawmakers remain divided over how immigration enforcement should operate in certain locations.

Jeffries has said one of the primary conditions Democrats want included in any agreement is an explicit prohibition preventing ICE from conducting operations near polling places.

“We’ve defined that as schools, houses of worship, hospitals, and polling sites,” Jeffries said.

“We want an explicit prohibition that ICE can go nowhere near any polling sites in the United States of America. It’s one of our demands, we’re not gonna bend on it.”

The debate over ICE activity comes as the country has faced a series of terrorism-related incidents and threats following the launch of Operation Epic Fury, a U.S. military operation targeting Iran’s leadership and military capabilities.

Since the operation began, Islamic terror attacks and threats have affected several parts of the country.

Among the incidents cited were attacks targeting Christians in New York City, an Islamic-inspired shooting involving bar patrons in Texas college towns, and a series of bombing threats directed at airports and commercial flights.

The ongoing funding dispute has drawn attention to broader debates over election security and immigration enforcement.

Some lawmakers and observers have questioned the connection between immigration enforcement at polling places and claims that non-citizens do not vote in U.S. elections.

Democrats have repeatedly argued that non-citizen voting is not a widespread issue.

However, federal prosecutors have already brought charges this year against individuals accused of illegally voting in federal elections.

The issue has also become connected to debate surrounding the Safeguard American Voter Eligibility Act, commonly referred to as the SAVE Act.

The legislation is intended to establish stricter requirements to verify citizenship during voter registration.

Supporters of the measure say it is necessary to ensure election integrity by preventing non-citizens from participating in federal elections.

Opponents have argued that the legislation could complicate voter registration and access to the ballot.

The disagreement over ICE activity at polling sites has become one of the central points of the current funding dispute.

Democrats say enforcement actions in such locations could discourage participation in elections, while Republicans argue immigration enforcement should not be restricted in ways that limit federal authority.

The shutdown of portions of the Department of Homeland Security has raised concerns about how long the stalemate could continue.

DHS oversees several major federal agencies, including Customs and Border Protection, the Federal Emergency Management Agency, and the Transportation Security Administration.

Despite the shutdown, law enforcement and national security operations continue to function, though the funding dispute has increased pressure on both parties to reach a resolution.

Jeffries’ statement indicates that Democrats intend to keep their position unchanged as negotiations continue.

With neither side signaling a willingness to shift their position, the funding standoff has left the Department of Homeland Security operating under a partial shutdown while lawmakers continue negotiations over immigration enforcement policy and election-related protections.
