Democrats in a Tuesday secret ballot chose California Democratic Rep. Robert Garcia to be the party’s ranking member on the House Committee on Oversight and Reform — well-positioning the lawmaker to be President Donald Trump’s top foe on Capitol Hill.
Garcia was notably one of the four Democratic lawmakers who traveled to El Salvador last April and stayed in a luxury hotel while advocating for the release of reputed MS-13 gangbanger Kilmar Abrego Garcia. The second-term House member bested Democratic Massachusetts Rep. Stephen Lynch 150-63 after two other lawmakers, Texas Rep. Jasmine Crockett — a well-known left-wing firebrand — and Democratic Maryland Rep. Kweisi Mfume, dropped out prior to the vote. The House Committee on Oversight and Reform serves to ensure the efficiency and accountability of the government. If the Democrats win the House after the 2026 midterm elections, Garcia will likely run investigations into Trump administration, placing him in prime position to go toe-to-toe with the Republican president.
Garcia went into the race with the endorsement of the 43-member Congressional Hispanic Caucus as well as the support of the 43 Democrats in California’s House delegation. He also took 33 of the Steering Committee’s votes Monday night with Lynch gaining only 15, earning him the support of the committee. The race also marks the third time Lynch has run for the post and lost, even though he had been endorsed by of late former ranking member Gerry Connolly, who died weeks after he announced he would resign as the committee’s ranking member.
Mfume had eight votes and Crockett gathered only six, prompting both candidates to drop out of the race before the final vote Tuesday morning.

The race to be the top Democrat on the Oversight committee was widely portrayed as a generational battle within the Democratic Party. While Garcia and Crockett are both in their 40s and were first elected to Congress in 2022, Lynch and Mfume are both in their 70s and were first elected to Congress in 2001 and 1987, respectively.
During his successful campaign, Garcia also made offers of sharing the spotlight, assuring he would give members the opportunity to question officials during hearings and investigations. He also heavily referenced his eight-year tenure as mayor of Long Beach.
While in El Salvador on April 21, Garcia told CBS News that the case involving the Trump administration’s deportation of Abrego Garcia is “on its way to a major constitutional crisis.” The congressman and three of his Democratic House colleagues at the time were staying at a luxury resort near a volcano, a source familiar with the accommodations told the DCNF.

Democratic Florida Rep. Maxwell Frost, one of Garcia’s colleagues who made the trip to El Salvador with him was quick to congratulate the California lawmaker on his election as ranking member Tuesday. Frost called Garcia “a tough progressive with a strong work ethic,” in a post to X.
“As a corrupt admin breaks laws & enriches themselves while people suffer, he will lead the fight to hold them accountable & show the nation,” the congressman added.
In an interview with CNN back in February, Garcia called billionaire Elon Musk a “dick” adding that in the context of Department of Government Efficiency (DOGE) cuts “what the American public wants is for us to bring actual weapons to this bar fight.”
