Former President Donald Trump detailed his plan to impose reciprocal tariffs on foreign imports in a lengthy Truth Social post on Saturday, emphasizing his goal of leveling the playing field for American businesses.
The proposal includes tariffs on key imports and aims to counteract what he describes as unfair trade practices by other nations.
In the post, Trump explained that the new policy would charge tariffs equal to those imposed on U.S. goods by foreign countries.

Recently, he announced 25% tariffs on all aluminum and steel imports, as well as a 25% tariff on imports from Canada and Mexico, and a 10% tariff on goods from China.
“For purposes of this United States Policy, we will consider Countries that use the VAT [value-added tax] System, which is far more punitive than a Tariff, to be similar to that of a Tariff,” Trump wrote.
“Sending merchandise, product, or anything by any other name through another Country, for purposes of unfairly harming America, will not be accepted.”
Most nations, including the United Kingdom, China, and Mexico, use a VAT system.
Trump stated that his policy would also account for subsidies that foreign governments provide to their industries in order to gain an economic edge over the United States.
“Likewise, provisions will be made for Nonmonetary Tariffs and Trade Barriers that some Countries charge in order to keep our product out of their domain or, if they do not even let U.S. businesses operate,” Trump continued.
“We are able to accurately determine the cost of these Nonmonetary Trade Barriers.”
Trump argued that the plan is fair to all nations, stating that foreign countries have the option to lower or eliminate their own tariffs to avoid increased costs on their exports to the U.S.
“It is fair to all, no other Country can complain and, in some cases, if a Country feels that the United States would be getting too high a Tariff, all they have to do is reduce or terminate their Tariff against us. There are no Tariffs if you manufacture or build your product in the United States,” he wrote.
Trump concluded his statement by accusing both allies and adversaries of taking financial advantage of the United States through trade imbalances.
“This System will immediately bring Fairness and Prosperity back into the previously complex and unfair System of Trade,” Trump wrote. “America has helped many Countries throughout the years, at great financial cost. It is now time that these Countries remember this, and treat us fairly – A LEVEL PLAYING FIELD FOR AMERICAN WORKERS.”
He also announced that he had instructed top U.S. officials, including the Secretary of State, Secretary of Commerce, Secretary of the Treasury, and the United States Trade Representative (USTR), to take the necessary steps to implement the policy.
Earlier in the week, Trump predicted that the policy would drive foreign companies to invest in American manufacturing, creating jobs and strengthening domestic industries.
“They can build a factory here, a plant or whatever it may be, here,” Trump said Thursday from the Oval Office.
“And that includes the medical, that includes cars, that includes chips and semiconductors. That includes everything. If you build here, you have no tariffs whatsoever. And I think that’s what’s going to happen. I think our country is going to be flooded with jobs.”
The plan has drawn strong reactions from both supporters and critics, with many arguing over the potential impact on global trade relations and the U.S. economy.
