Kristin Robbins, chair of the Minnesota Fraud Prevention Committee, said her committee has received dozens of credible whistleblower reports alleging that individuals who attempted to expose fraud in Minnesota were discouraged or shut down, allowing misconduct to continue for years.
Robbins said the reports consistently describe an environment in which people feared speaking out because of potential accusations and political consequences.
Robbins said the whistleblower accounts point to a pattern in which concerns about fraud were suppressed out of fear that raising questions would lead to accusations of racism or Islamophobia.
According to Robbins, that fear created conditions that allowed fraudulent activity to persist unchecked.
“Absolutely we have dozens of credible whistleblower reports saying that exact same thing that people were told not to say anything because they’d be called racist or Islamophobic or it would hurt the state,” Robbins said.
She explained that individuals who tried to come forward were often discouraged from continuing.
“And so people tried to come forward, but were shut down, and that protection of a particular community is what really allowed this fraud to flourish in Minnesota for years.”

Robbins said the committee has been clear in publicly acknowledging where much of the fraud uncovered so far has occurred, while also emphasizing that the issue is not rooted in targeting a community but in addressing criminal activity and protecting the public.
She said honesty about where fraud has taken place is necessary to stop it from continuing.
“But we have said very publicly that, yes, the bulk of the fraud we’ve discovered so far is in the Somali community,” Robbins said.
She added that some of the most important information helping investigators has come from within that same community.
“But some of our best whistleblowers are also in the Somali community, and it’s really important that we get to the truth of this issue.”
Robbins said the whistleblower accounts show that fear of political backlash outweighed accountability, resulting in years of unchecked misconduct.
She stressed that failing to confront fraud directly had serious consequences for the state and its residents.
“And so by failing to call it out, we allowed it to continue,” Robbins said.
“And that has hurt Minnesotans tremendously, taxpayers and our vulnerable citizens.”
