Elon Musk’s Department of Government Efficiency (DOGE) group has recovered $2 billion in federal grant money from a Georgia-based non-profit coalition linked to Stacey Abrams.

The funds were part of a $27 billion disbursement from President Joe Biden’s Greenhouse Gas Reduction Fund (GGRF), which has come under scrutiny in recent weeks after EPA Administrator Lee Zeldin revealed that $20 billion had been found “parked” in various non-profits.
One of the recipients of this funding in Georgia was Power Forward Communities, a non-profit coalition that was awarded $2 billion in GGRF funds. According to its description, the organization was created to “decarbonize and transform American housing to save homeowners and renters money, reinvest in communities, and tackle the climate crisis.”

The coalition members include:
- Enterprise Community Partners
- LISC (Local Initiatives Support Corporation)
- Rewiring America
- Habitat for Humanity
- United Way
Despite its sizable award, Power Forward Communities was only established in October 2023 and reported just $100 in funding in its 2023 tax filings.
The organization was created expressly to apply for the GGRF grant, yet was somehow able to secure legal representation from a major law firm to handle its filings.
Stacey Abrams is directly linked to Power Forward Communities through her role with Rewiring America, one of the coalition’s key partners.

Abrams, who serves as senior counsel for Rewiring America, celebrated the coalition’s formation in October 2023.
“This is how we expand access to clean energy—by prioritizing housing, equity, and resilience,” Abrams posted on X at the time.

Further connections to Abrams emerge through two additional non-profits she founded, both of which are listed as partners of Power Forward Communities:
- Southern Economic Advancement Project (SEAP) – Founded by Abrams after her 2018 Georgia gubernatorial defeat, SEAP focuses on racial equity and economic power in the South. It is fiscally sponsored by the Tides Center, which funds left-wing environmental and social justice organizations.
- Fair Count – Another Abrams-founded group, this organization focuses on boosting voter participation in minority communities.
Beyond Abrams, Power Forward Communities also maintains partnerships with major Democratic-aligned labor unions, including the American Federation of Teachers (AFT) and the AFL-CIO.
Notably, AFT president Randi Weingarten and Abrams both serve on the national advisory board of Climate Power, an organization that launched a $55 million ad campaign in September to support Kamala Harris’s presidential campaign.
The Greenhouse Gas Reduction Fund has raised alarms for its massive cash distributions to newly formed non-profits, with little oversight.
The controversy intensified Tuesday when a top DOJ prosecutor in Washington, D.C., resigned rather than open an investigation into one of the grants from the $20 billion in GGRF funds under scrutiny.
While the specific grant in question was not disclosed, the resignation underscores the growing concerns over how these funds were allocated and whether political favoritism played a role.
This is not the first time Abrams has been linked to questionable financial dealings.
Previous reports have raised concerns over financial activities involving Georgia-based non-profits tied to Abrams and Senator Raphael Warnock.
The recovery of $2 billion by Musk’s DOGE team highlights the broader issue of how federal grants were distributed under Biden’s climate agenda, particularly as it relates to politically connected organizations with little financial history.
More scrutiny is expected as investigations into the Greenhouse Gas Reduction Fund continue.
