Two former Trump administration officials, Joe Grogan and John Czwartacki, are launching Public Policy Solutions, a new non-profit organization dedicated to advancing common-sense policies.
The Daily Caller spoke to Grogan on Wednesday ahead of the organization’s Thursday launch announcement, where he discussed the Public Policy Solutions mission to tackle some of the toughest issues facing the country.
“John and I worked on a broad range of issues. You know, for me, first in healthcare, but then as domestic policy advisor, I basically was touching upon all sorts of stuff, even if I wasn’t lead on it,” Grogan told the Caller. “And John was at CFPB digging into a lot — and at OMB and then at CFPB, communication, so he hit on everything.” (RELATED: There’s A New Law Firm In Washington. Grogan and Czwartacki both served in the first Trump administration.
Grogan served as Associate Director for Health Policy at the Office of Management and Budget (OMB) before becoming Assistant to the President and Director of the Domestic Policy Council, and Czwartacki as Communications Director at OMB and later Chief Communications Officer at the Consumer Financial Protection Bureau.
Grogan explained that after leaving the administration, their collaboration continued.
“We found ourselves talking about a really wide range of issues that are important to us — many of which were informed by our first term experience,” Grogan said of discussions to start the organization.
Grogan emphasized their understanding of the current political and policy landscape in helping to advance ‘America first’ policies but also move public opinion and affect legislative outcomes.
“I think we’ve got a good sense of what appeals to the MAGA electorate and what type of policy issues that appeal to policymakers in the White House and on Capitol Hill aligned with the president’s agenda,” Grogan said. “I’d also say it’s important to John and I to see that agenda succeed. Both of us devoted our lives to public policy and to, frankly, to making the United States as strong as it possibly can be.”
He further outlined how Public Policy Solutions plans to distinguish itself from other policy advocacy groups.
“Not to sound arrogant about it, but there are a number of areas that we just felt like there wasn’t anybody advocating effectively for them. A light touch on Artificial Intelligence, I think, is a good example, where for far too long, the doomsayers and the people terrified of AI, and not American innovators, were dominating the public policy space,” Grogan said.

Grogan noted that his co-founder, John Czwartacki, brings his own expertise in communications, while Grogan himself has over 20 years of experience in public policy. Together, they maintain close connections to key players in the White House — including the president.
“We have a good sense of where the movement’s going and the type of issues that will resonate with the American people,” he asserted. (RELATED: Justice Department Paves Way To Rein In Federal Land Grabs)
Grogan confirmed that the organization will engage in policy at both the federal and state levels, outlining its strategy to continue supporting the ‘America First’ agenda outside of government.
“Clearly we’re $34 trillion in debt. We have to get that under control, number one. We also need to get economic growth really moving and expand the zone of prosperity for the American people—more Americans prospering, more Americans economically secure. And of course, on national defense, we want to be protecting American citizens from all enemies, foreign and domestic,” he said.
Speaking about the state-level approach, Grogan said, “On the state level, you’ve got a mix of red states and blue states. They’re gonna have some unique flavors, even in the red states, on the MAGA agenda.”
He continued, “But it’s a question of — it’s 50 different legislatures, 50 different governors — and there are a lot of states that are pursuing both good policies but also dumb policies. And of course, we want to push back on the dumb policies and amplify, celebrate, and encourage the states working on good policies.”
Grogan went on to explain his view on what has contributed to the rise of “one-size-fits-all” policymaking and offered his proposal for returning to more locally-tailored solutions.
“The central planners [have] this idea that we can delegate a bunch of authority to expert bureaucrats in Washington D.C. and they’re going to solve all our problems — that was really the view for far too long,” he said. “We’re more of the view — the classical view — that problems are best solved locally. Power should be devolved, and people should be trusted. The American people should be trusted.”
He also emphasized the organization’s stance on national sovereignty and individual liberty.
“At the same time, we’re unabashedly pro-USA exceptionalism and don’t believe in sacrificing sovereignty to governmental bodies — foreign governmental bodies — or individual autonomy and sovereignty to bureaucrats in Washington D.C.,” he said.
Finally, he outlined what he hopes Americans understand about the organization’s mission.
“That we want to be in this fight and contribute to help America prosper and help the White House mission to make America successful, make America great again,” Grogan explained. “You’ve got seasoned policy people who are devoting a big chunk of time to supporting the country and supporting the policies that are going to make this country stronger.” (RELATED: How GOP Can Wage ‘War On Regulations’ With Trump’s ‘One, Big, Beautiful Bill’)
