Chicago residents voiced their frustration with Mayor Brandon Johnson on Monday during a City Council meeting as the city grapples with a $1 billion budget shortfall.

The criticism was largely focused on the city’s expenditure of $574.5 million on the New Arrivals Mission, a program established in August 2022 to provide shelter for migrants.

Some residents directly confronted the mayor, with one calling him the “worst mayor in America.”

At the meeting, residents expressed outrage over the city’s handling of its budget and the allocation of funds toward migrant services.

One woman suggested cutting off benefits for migrants to save money.

“I got a great way what we can do with this budget. First, let’s start with cutting off illegals getting free everything—free housing, free schooling, free food,” she said. “Let’s start there. Then, let’s start with you. Your salary. You are going down in history as the worst mayor in America.”

Another resident, identifying herself as a legal immigrant, criticized the city’s approach, emphasizing that the resources allocated to migrants could be better spent on U.S. citizens in need.

“These people came with a wide door open, and they feel entitled to many things that nobody has,” she said. “There are U.S. citizens suffering from poverty. There are U.S. citizens on public aid, and these people are here just enjoying the benefits, becoming delinquents, and they have no consequences.”

The City Council meeting included discussions about a proposed $60 million property tax increase, one of the options floated to address the city’s financial crisis.

During the meeting, a resident warned Mayor Johnson about Tom Homan and the law, saying, “You’re not going to exist for the next election because there’s a 10-year prison sentence…”

The criticism comes as Chicago prepares to phase out its New Arrivals Mission by the end of the year.

The program, launched in response to the influx of migrants arriving in the city, aimed to provide emergency shelter and basic necessities.

According to the mayor’s office, nearly 39,000 new arrivals have come to Chicago, many of them bussed from Texas under Governor Greg Abbott’s initiative to transport asylum seekers to major cities.

Mayor Johnson’s administration has defended the New Arrivals Mission as a necessary response to a humanitarian crisis, citing Chicago’s position as the third-largest recipient of asylum seekers in the country, behind New York City and Denver.

The program provided food, emergency shelter, medical care, education, and case management services.

In April, Johnson’s office stated, “The City of Chicago, in partnership with the State of Illinois and Cook County, has worked to support new arrivals on the path to self-sufficiency by providing basic necessities.”

However, the program will end as part of a shift in strategy. “This transition is in line with the sharp decline in migration to Chicago and our current budget realities,” Johnson said in October.

“We are shifting to a more cost-effective, equitable, and strategic approach that addresses homelessness for all who need support in the City of Chicago.”

As Chicago residents face the prospect of higher taxes and cuts to city services, tensions over the mayor’s handling of the budget and migrant crisis show no signs of abating.
