Senator Chuck Grassley (R-IA) has released a new set of declassified government documents related to the FBI and Department of Justice’s handling of the 2016 investigation into former Secretary of State Hillary Clinton’s use of a private email server.
The records raise new concerns about potential foreign access to sensitive U.S. government communications and possible efforts within the Obama administration to influence the outcome of the election.

The material is drawn from an appendix titled “A Review of Various Actions by the Federal Bureau of Investigation and Department of Justice in Advance of the 2016 Election, Appendix One.”
The release includes allegations that senior federal officials may have attempted to interfere in the “Midyear Exam” — the FBI’s internal codename for the Clinton email investigation.
One section of the report describes two redacted intelligence reports received by the FBI which alleged efforts by former Attorney General Loretta Lynch and then-FBI Director James Comey to shape the investigation’s trajectory in ways favorable to both the Democratic and Republican candidates, respectively.

“The second report stated that Lynch had been in contact with a named individual working for the presidential campaign of former Secretary of State Hillary Clinton about the Midyear Investigation,” the document reads.
In addition to concerns about political interference, the documents also reveal that eight USB “thumb drives” were collected during the course of the investigation.
These drives, sourced from an individual identified as “T1,” reportedly contained extensive data exfiltrated from multiple U.S. government systems, including the Executive Office of the President, the State Department, and various federal agencies.
Thumb drives 1 through 5 “primarily contain data exfiltrated by (redacted) from various U.S. victims,” including the EOP and private institutions.
Drives 6 and 7 contained information “about cyber intrusions, with some U.S. victim data included as attachments.”
Thumb drive 8 was never reviewed by investigators.
The report raises questions as to why the FBI chose not to examine all eight drives, especially given the potential implications for national security.
No public explanation has yet been provided.
Further into the document, additional passages reference concerns raised by Comey in 2016 about possible leaks of unverified intelligence.
Despite internal skepticism about the credibility of certain reports, Comey told the Office of the Inspector General (OIG) that he was concerned about possible leaks and chose not to inform Lynch of his plan to make a public statement about the Clinton investigation on July 5, 2016.
The appendix also includes testimony referencing comments attributed to Rep. Debbie Wasserman Schultz, claiming that “so far the FBI does not have any hard evidence against Hillary Clinton because data was removed from the email servers just in time.”
The document continues, “Obama is not in the mood to mar the very final segment of his presidency, his legacy with a scandal around a leading nominee for the Democratic Party. To deal with this he is using Attorney General Loretta Lynch to mount a pressure on FBI Director James Comey.”
The heavily redacted materials suggest coordination within the Obama administration to manage the public fallout of the Clinton email investigation, though officials maintain that much of the information cited was considered “objectively false” at the time.
While the reports vary in credibility and many sections remain classified or redacted, their release contributes to the growing body of information surrounding the FBI’s handling of politically sensitive investigations leading up to the 2016 election.

The declassification follows ongoing efforts by Senate Republicans to examine the conduct of intelligence and law enforcement agencies during and after the Obama administration.
Additional disclosures are expected in the coming weeks as Congressional investigators continue to review documents related to Crossfire Hurricane, the Clinton investigation, and other matters involving federal oversight and election integrity.
