The NTEU’s decision came after “extensive research into the candidates’ records regarding the federal workforce” and consultations with union members and leaders across the country.

“When it comes to treating federal employees with respect, valuing their service, and investing in their work, Kamala Harris is the clear choice,” Greenwald stated. “She shares our values and our commitment to making sure that the federal government works for all Americans.”
The union emphasized Harris’ leadership as Chair of the White House Task Force on Worker Organizing and Empowerment, where she helped expand workers’ rights and collective bargaining for federal employees.

They credited her with significant achievements in federal workforce policies, including increased staffing and resources for agencies like the IRS, bolstered by the passage of the Inflation Reduction Act (IRA).
One of the most notable aspects of the Inflation Reduction Act was the provision of $80 billion in funding for the IRS, allowing the agency to hire an additional 87,000 employees.
This expansion has been controversial, with critics arguing that it gives the agency excessive power and resources to target taxpayers.

Despite this criticism, the IRS and NTEU have advocated for even more funding, with the agency requesting an additional $20 billion from Congress earlier this year to hire 14,000 more employees.
The NTEU expressed satisfaction with Harris’ support for the federal workforce, particularly in securing funds to rebuild the IRS under the IRA.
The union highlighted Harris’ ability to navigate complex political challenges to deliver resources for federal agencies, including her deciding vote to break a Senate deadlock on the IRA.
They pointed out that these measures not only benefit federal employees but also help the IRS pursue tax enforcement and close loopholes.

The union’s endorsement also touched on Harris’ commitment to signing the 2024 bipartisan border bill and increasing staffing at U.S. Customs and Border Protection (CBP).
The NTEU sees this as further evidence of her dedication to ensuring that federal agencies are adequately funded and staffed, enabling them to meet the challenges of securing the border and protecting American interests.
While the NTEU endorsement provides a boost to Harris’ campaign, it has also attracted criticism from opponents. Conservative watchdog groups and Republicans have pointed to the union’s history of political contributions to Democrats as evidence of partisan bias.

According to research conducted by Americans for Tax Reform (ATR), 97% of the political contributions made by the IRS agents’ union in the 2022 election cycle went to Democratic candidates. In total, the union gave $635,170 to Democrats during that election cycle.
ATR also raised concerns about the broader impact of Harris’ policies on the economy, noting that the IRS expansion will not only increase union membership but also facilitate Harris’ proposed tax increases.
ATR analysis found that the additional IRS agents hired under the IRA will be instrumental in collecting an estimated $5 trillion in tax increases that Harris plans to implement over the next decade.

Critics argue that these tax increases will harm the private sector, while creating more government jobs for IRS agents.
“Harris-proposed tax increases will kill jobs in the private sector but create jobs for IRS agents,” ATR stated in its analysis. “Agents certainly appreciate her call to make the IRS even larger and more powerful if she wins the presidency.”
The endorsement also extends to Harris’ running mate, Minnesota Governor Tim Walz, another advocate for tax hikes.

ATR has criticized Walz’s fiscal policies, pointing to his tenure as governor where he raised taxes on the middle class despite overseeing an $18 billion budget surplus.
Walz has also been called out for increasing fees on everything from fishing boats to kayaks and canoes, actions that have drawn ire from taxpayers in Minnesota.
“Walz looks under every rock to extract more money out of hard-working Minnesotans,” ATR noted in its analysis, adding that his record as governor includes doubling fees on middle-class recreational activities and advocating for major energy tax increases.

Despite these criticisms, the NTEU remains steadfast in its support for the Harris-Walz ticket, arguing that their commitment to federal workers and union rights outweighs any concerns about their fiscal policies.
Greenwald, the union president, emphasized that Harris’ long career in public service has given her a unique understanding of the vital role that federal employees play in maintaining government operations.
“Kamala Harris has a long career in public service, which has given her a keen understanding of how the skilled civil servants who perform the day-to-day work of government are vital to our democracy,” Greenwald said. “She is a powerful voice for workers and their unions, recognizing that taxpayers are better served when the federal workforce is organized and empowered to help agencies meet their important public service missions.”

NTEU Endorses Harris for President
The National Treasury Employees Union has endorsed Kamala Harris for President of the United States.
NTEU National President Doreen Greenwald announced the decision after extensive research into the candidates’ records regarding the federal workforce, and consultation with NTEU members and chapter leaders across the country.
“When it comes to treating federal employees with respect, valuing their service and investing in their work, Kamala Harris is the clear choice,” Greenwald said. “She shares our values and our commitment to making sure that the federal government works for all Americans. She has been a strong advocate for the issues that matter most to federal employees: fair pay, paid family leave, adequate agency funding and staffing, and robust collective bargaining rights.”
Harris’ role as vice president in one of the most pro-labor administrations in history is another major factor in the endorsement decision. Vice President Harris personally led the administration’s efforts to expand workers’ rights as Chair of the White House Task Force on Worker Organizing and Empowerment, which leveled the playing field for federal employee unions and improved organizing efforts. Working with Congress, the administration also delivered agency budgets that provide federal employees with additional staffing and resources, including significant new investments to rebuild the IRS under the Inflation Reduction Act.
“Harris’ commitment to sign the 2024 bipartisan border bill and increase staffing so our members at Customs and Border Protection can do their jobs securing the border at the ports of entry are examples of her commitment to ensuring federal agencies are properly funded and staffed, which is one of the many reasons why all Americans should vote for Kamala Harris,” Greenwald said.

Harris also has an established relationship with NTEU and our members. She supports the issues that matter most to our members and leaders, and as a Senator from California, she attended our Legislative Conference in 2020 and met with many of our members.
NTEU also strongly supports longtime labor advocate Tim Walz for vice president, Greenwald said.
Gov. Walz is a veteran of the Army National Guard, a former teacher and union member who had a strong record on federal employee issues during his years as a member of Congress. He has continued his support for labor and workers as governor, including signing laws to expand public sector collective bargaining and provide paid family leave.
“This is an important moment for American labor organizations to stand together and fight for workers,” Greenwald said. “Electing Kamala Harris and Tim Walz will allow federal employees to build on the progress of the last four years with the addition of a paid family leave policy, agency leadership that respects their union-represented workforce, and a belief that the nation prospers when workers are treated with fairness and dignity.”
