Immigration and Customs Enforcement (ICE) agents arrested a Venezuelan national accused of attempting to murder a woman in a violent “Russian roulette” incident, officials confirmed this week, as reported by The New York Post.

Raul Enrique Pargas Rodriguez, 31, entered the United States illegally on August 10, 2022, after crossing the Texas border.

According to ICE, border agents released him shortly after entry under the Biden administration, which had no information about his prior criminal activity in Venezuela.

ICE said Pargas Rodriguez fled Venezuela after a February 24, 2021, attack in which he allegedly lured a woman to his workshop, grabbed her by the neck, and pointed a gun at her head.

He then allegedly removed bullets from the firearm and replaced some, subjecting the victim to a version of “Russian roulette.” The woman managed to escape, and video of the incident later surfaced and was confirmed by U.S. officials.

“This dangerous criminal alien allegedly beat, demeaned and tortured a young woman in some twisted version of Russian roulette and then fled to the US when his attempt to murder her fell apart,” ICE Enforcement and Removal Operations Dallas acting Field Office Director Joshua Johnson said in a statement.

Authorities said Pargas Rodriguez was also accused of an assault while in the United States. ICE officers encountered him on November 28, 2023, at the Dallas County Jail, but no federal detainer was issued at the time.

ICE attributed the release to Biden-era priorities that placed limits on immigration enforcement.

On April 2024, Venezuelan authorities issued an arrest warrant connected to the attempted femicide case. However, U.S. officials were not informed immediately. Interpol later issued a warrant, which enabled ICE to move forward.

On August 14, 2024, ICE officers tracked Pargas Rodriguez to Plano, Texas, with the assistance of the U.S. Border Patrol.

“Thanks to a tip from the US Border Patrol, we were able to track him down and safely take him into custody so that he can be repatriated to Venezuela to face justice for his alleged crimes,” Johnson said.

Pargas Rodriguez reportedly cried uncontrollably as he was taken into custody. He remains in ICE detention while arrangements are made for deportation.

The case highlighted challenges the U.S. faced under the Biden administration in monitoring criminal activity of Venezuelan nationals.

Officials said the Maduro regime did not share intelligence or accept deportation flights from the U.S. at that time. Since President Trump returned to office, Venezuela has resumed cooperation, sharing intelligence and accepting deportations.

ICE confirmed Pargas Rodriguez will remain in custody pending removal proceedings.
