Immigration and Customs Enforcement (ICE) officers arrested a Venezuelan illegal alien in North Texas earlier this month who is wanted in his home country on charges of torture and attempted murder.
The arrest was carried out on August 14 in Plano, Texas, according to a statement from ICE.
The individual, identified as 31-year-old Raul Enrique Pargas Rodriguez, entered the United States illegally near Eagle Pass, Texas, in August 2022.

At that time, U.S. Border Patrol agents in the Del Rio Sector took him into custody. He was later released under Biden-era “catch-and-release” policies.
ICE officials confirmed that Pargas had previously been released a second time after being arrested in Dallas County on an unrelated assault charge. Prosecutorial discretion policies then in effect allowed him to remain in Texas.
“This dangerous criminal alien allegedly beat, demeaned and tortured a young woman in some twisted version of Russian roulette and then fled to the United States when his attempt to murder her fell apart,” said ICE Enforcement and Removal Operations (ERO) Dallas acting Field Office Director Joshua Johnson.
“Thanks to a tip from the U.S. Border Patrol, we were able to track him down and safely take him into custody so that he can be repatriated to Venezuela to face justice for his alleged crimes.”

ICE reported that Pargas is wanted in Venezuela on a warrant for attempted aggravated femicide.
Authorities allege that in February 2021, Pargas lured a woman to his workshop, where he began insulting, hitting, and attacking her.
He then allegedly produced a black pistol, placed it against her head, and removed and replaced bullets in what officials described as a deadly game resembling Russian roulette.
The victim managed to escape, and Pargas fled Venezuela shortly afterward.
After entering the United States in 2022, Pargas lived freely for more than a year.
In November 2023, ICE encountered him at the Dallas County jail following his arrest for assault, but he was again released back into the community.
It was not until U.S. Border Patrol agents provided ICE with information this summer about his outstanding Venezuelan warrant that officers located him in North Texas.
On August 14, Enforcement and Removal Operations officers, working in coordination with U.S. Marshals deputies and Texas Department of Public Safety troopers, arrested Pargas in Plano.
ICE released a video of the arrest showing Pargas crying after being placed in a police vehicle.
ICE officials stated that Pargas remains in custody pending immigration proceedings. If ordered removed, he will be returned to Venezuela to face trial for the charges of torture and attempted murder stemming from the 2021 incident.
The case highlights the cooperation between federal and state agencies in locating and arresting foreign fugitives with serious criminal charges.
Officials emphasized that the tip from U.S. Border Patrol was instrumental in enabling the operation that led to Pargas’ capture.
According to ICE, Pargas’ arrest underscores the agency’s stated priority of targeting noncitizens who pose a threat to public safety and ensuring they are held accountable through immigration enforcement actions and, when applicable, repatriation to their home countries to face justice.
