The White House on Tuesday announced new measures aimed at strengthening protections for Social Security, Medicare, and Medicaid by cracking down on fraud and ensuring benefits are distributed only to eligible citizens.

During a press briefing at the White House, Press Secretary Karoline Leavitt outlined key components of a new presidential memorandum issued by President Donald Trump.

The initiative is designed to prevent noncitizens and other ineligible individuals from receiving taxpayer-funded federal benefits.

“The memorandum will expand the Social Security Administration’s fraud prosecutor program to at least 50 U.S. attorney offices and establishes a Medicare and Medicaid fraud prosecution program in 15 U.S. attorney offices,” Leavitt said.

The plan includes enhanced oversight mechanisms targeting identity fraud and improper benefit claims.

Leavitt noted that the Social Security Administration’s Inspector General will be required to audit earnings reports for individuals aged 100 and older whose records contain discrepancies.

The audits are aimed at detecting cases of identity theft or fraud where benefits may be improperly paid under false pretenses.

The memorandum also directs the SSA to evaluate reinstating civil monetary penalties for individuals found to have committed Social Security fraud—an enforcement measure that had been inactive in recent years.

“These taxpayer-funded benefits should be only for eligible taxpayers,” Leavitt told reporters.

“President Biden should think about what he did in his last term, which is allow tens of millions of illegal people into our country, many of whom were fraudulently receiving these benefits.”

The administration’s move comes just hours before former President Joe Biden was scheduled to deliver his first public address since leaving office.

Biden was expected to speak Tuesday night on the state of Social Security under the Trump administration, in a speech viewed by many as a direct challenge to the new policies.

The White House’s focus on benefit integrity represents a broader push by the Trump administration to ensure that government programs serve legal residents and citizens who qualify under federal law.

Administration officials argue that expanded immigration enforcement and stronger benefit verification measures are necessary to safeguard the nation’s entitlement programs.

President Trump has previously emphasized the need to preserve Social Security and Medicare for American seniors while eliminating waste, fraud, and abuse in the system.

The new initiative follows a series of executive actions and regulatory efforts aimed at restoring financial stability to federal entitlement programs without reducing benefits for eligible recipients.

As part of the plan, federal prosecutors will receive new resources to pursue fraud cases.

The memorandum calls for more collaboration between the Department of Justice, the Department of Health and Human Services, and the Social Security Administration in identifying and prosecuting fraudulent benefit claims.

Leavitt reiterated the administration’s position that the programs must be protected from misuse and that stronger enforcement is critical to preserving benefits for future generations.

“We are making it clear: these benefits are not for individuals who are in this country illegally or otherwise ineligible,” Leavitt said.

As of Tuesday afternoon, the White House had not provided additional details on the timeline for implementing the new measures, but officials signaled that steps will begin immediately to expand fraud investigations and compliance audits across multiple federal agencies.
