Three years after a progressive prosecutor lightened his sentence in a 2022 murder at the Mall of America, Marquan D. Tucker faces new murder charges related to a 2023 nightclub shooting and a 2024 drive-by in Minneapolis.
Tucker was 17 at the time of the Mall of America shooting. While the two other men involved received 30-year sentences, Tucker was prosecuted as a juvenile, resulting in a lighter sentence. He was charged in juvenile court with second-degree rioting for blocking the exit of the man who was ultimately shot dead, according to KARE 11, a local news outlet.
Tucker had a teacher speak on his behalf during his first appearance in court, with the teacher telling the court that Tucker had a scholarship to play college football. It’s unclear what sentence was ultimately handed down.
Surveillance footage from the incident shows Tucker blocking the victim’s escape route before the fatal shooting, according to KARE 11.
In December 2024, Tucker was arrested in another murder case — this time as the shooter. He was charged with three counts of second-degree murder following a shooting in Brooklyn Park.
On Monday, Tucker was charged again with second-degree murder in connection with a June 2023 shooting outside a Minneapolis nightclub.

Authorities say the shooting stemmed from gang-related violence between the “Highs” and the “Lows,” with Tucker identified as a member of the “Highs” who shot a “Lows” gang member, according to KSTP Eyewitness News. Earlier this year, two witnesses came forward and identified Tucker as the gunman, according to KARE 11.
All three murders have been identified as gang-related, according to KARE 11.
Michael O. Freeman served as Hennepin County’s district attorney during the 2022 Mall of America shooting and chose not to pursue more severe charges. He also led the prosecution of Derek Chauvin and other officers involved in George Floyd’s death.
Freeman is listed on the Winning Justice website, which highlights progressive prosecutors. Winning Justice is funded by Color of Change, the largest online racial justice organization and a political action committee (PAC) that has received more than a million dollars in funding from George Soros. Freeman was succeeded by Mary Moriarty, who assumed office in January 2023 after winning the 2022 election.
Similar to Freeman, Moriarty has notable ties to Soros money. She’s received received support from multiple Soros-funded groups, including Fair and Just Prosecution, Take Action Minnesota, People Over Prosecution Political Fund, and Faith in Minnesota (ISAIAH), all totaling $511,230, according to the Law Enforcement Legal Defense Fund.
