Marco Rubio indicated Thursday that the United States may soon halt its involvement in negotiations between Ukraine and Russia unless there are signs of serious engagement from both sides.

Rubio’s comments came following a series of meetings in Paris between U.S. officials, European leaders, and Ukrainian representatives.

Speaking about the lack of momentum in recent talks, Rubio said the Biden-era approach of endless meetings with no results is over.

We’re trying to prevent [bombings] but we’re not going to be flying all over the world and do meeting after meeting after meeting if no progress is being made,” Rubio stated.

Rubio emphasized that the U.S. remains open to facilitating peace negotiations, but only if there is genuine intent from either or both parties.

“If they’re serious about peace, either side or both, then we’re going to help… if it’s just a meeting to have another meeting, we’ll figure out whether that will happen… I’m willing to come myself if the meeting is going to be productive.”

He made clear that this shift does not mean the U.S. is abandoning efforts to end the war. Instead, it signals that American leadership under President Donald Trump is not interested in symbolic diplomacy with no results.

“We’ll do what we can, on the margins, we’ll be able to help whenever you’re ready to have peace,” Rubio said.

“But we’re not going to continue with this endeavour for weeks and months on end. So we need to determine very quickly now, and I’m talking about a matter of days, whether or not this is doable in the next few weeks. If it is, we’re in. If it’s not, we have other priorities to focus on.”

The implications of a U.S. withdrawal from peace efforts remain unclear, especially as the status quo includes continued sanctions on Russia and the threat of secondary sanctions if it fails to engage.

Ukraine, meanwhile, is receiving U.S. weapons and intelligence support, with the possibility of future deliveries tied to its willingness to cooperate in the talks.

Rubio cautioned that neither side will find a solution on the battlefield.

“There is no military solution,” he warned, underscoring the need for direct talks to save lives on both sides.

Despite Rubio’s blunt assessment, he praised the involvement of individual European nations in the recent talks.

“We had a good meeting yesterday, I thought the French, the British, the Germans were very constructive, very helpful… we’d like [Europe] to remain engaged. I think they can help us. [Those nations] can help us move the ball on this and get it closer to a resolution,” Rubio said.

Notably, he omitted mention of the European Union itself.

Rubio’s remarks followed a series of meetings in Paris that European officials characterized more positively.

One French official reportedly described the talks as “excellent” and said, “the Americans are ready to discuss security guarantees,” referencing a longstanding European concern about Ukraine’s defense capabilities in the absence of U.S. support.

A sticking point in recent U.S.–Ukraine relations has been the collapse of a rare earth minerals deal, initially structured during Trump’s first term to create a more balanced, commercially focused relationship with Kyiv.

The agreement was intended to give the U.S. a return on billions in aid while helping Ukraine develop its critical mineral sector.

The deal was derailed when Ukrainian President Volodymyr Zelensky arrived in Washington with additional demands.

However, progress on that front may now be resuming. On Thursday, Zelensky said there had been “good progress” on the rare earths agreement.

President Trump later indicated that a full deal could be signed as early as next week.

Ukraine announced Friday that it had reached a framework agreement with the U.S., suggesting the type of movement Rubio cited as necessary for continued American involvement.

As diplomatic efforts continue, Rubio’s message remains clear: the Trump administration expects results, not delay.

Whether the recent developments signal true progress or more stalled talks remains to be seen.
