Border Czar Tom Homan said individuals who are in the United States illegally should not assume they are exempt from immigration enforcement, even if they are not considered national security threats or immediate public safety risks.
In a statement addressing ongoing immigration policy and enforcement priorities, Homan emphasized that federal authorities will continue carrying out immigration actions nationwide under President Donald Trump’s administration.
Homan said enforcement decisions are guided by the law and by commitments made by President Trump, rejecting claims that certain categories of illegal immigrants will be ignored or shielded from removal.

He also addressed confusion and what he described as false rumors surrounding the administration’s approach.
“For those who are not a national security threat or public safety public safety risk, you are not exempt from immigration enforcement actions,” Homan said.
“If you’re in the country illegally, you are not off the table.”
Homan reiterated that President Trump has not retreated from his immigration agenda and that enforcement efforts are expected to continue consistently across the country.

He said the administration remains focused on fulfilling campaign promises related to border security and immigration enforcement.
“And let me be clear, President Trump fully intends to achieve mass deportations during this administration, and immigration enforcement actions will continue every day throughout this country,” Homan said. “President Trump made a promise, and we have not directed otherwise.”
Homan also addressed what he described as inaccurate claims circulating about changes in enforcement priorities.
He said reports suggesting that immigration enforcement has been scaled back or limited to certain categories of offenders are not accurate.
“I heard rumors we have, untrue,” Homan said.
While emphasizing that no one in the country illegally is exempt from enforcement, Homan explained that federal authorities are currently prioritizing individuals who pose a greater threat to public safety.
He said that approach reflects practical enforcement considerations rather than a shift in policy.
“So given that many public safety threats on our communities, many of which poured across the border during the Biden administration, it makes sense to prioritize public safety risk right now,” Homan said.
Homan noted that prioritization does not mean other individuals in the country illegally will be ignored or spared from enforcement actions.
He said immigration enforcement remains ongoing and broad in scope, even when resources are focused first on those considered higher risk.
“Again, prioritization doesn’t mean you forget about everybody else,” Homan said.

Homan said the focus on public safety threats reflects the scale of the challenge facing immigration authorities following what he described as increased illegal crossings during the previous administration.
