Acting Executive Associate Director of Enforcement and Removal Operations for U.S. Immigration and Customs Enforcement Marcos Charles detailed a targeted enforcement operation that led to the arrest of an illegal alien in Minneapolis, describing actions taken by officers to protect and care for a child who was left behind during the arrest.

Charles said the operation focused on Adrian Alexander Conejo Arias, whom he described as an illegal alien released into the United States by a previous administration.

“Targeted enforcement operation to arrest Adrian Alexander Conejo Arias, an illegal alien who was released back into the interior of the United States by the previous administration,” Charles said.

According to Charles, officers encountered Conejo Arias and his child inside a vehicle when they attempted to make the arrest.

Charles said Conejo Arias fled on foot, leaving the child alone during winter conditions.

“When officers approached Conejo Adios, he and his child were in a vehicle, Arias fled from law enforcement on foot abandoning his child in the middle of winter in a vehicle,” Charles said.

Charles said officers immediately adjusted their response to ensure the child’s safety.

One officer remained with the child while others pursued and apprehended the father.

“One of our officers stayed behind with that child, while other officers apprehended his father,” Charles said.

After the arrest, Charles said officers continued caring for the child for several hours.

“After conducting the arrest, my officer stayed with the child,” Charles said.

“They cared for him, took him to get something to eat from a drive through restaurant and spent hours ensuring he was taken care of. Again, my officers did that not his father.”

Charles said officers then attempted to reunite the child with family members at the residence.

“My officers did everything they could to reunite him with his family,” he said.

However, Charles said those efforts were unsuccessful when family members refused to take the child in.

“Tragically, when we approached the door of his residence, the people inside refused to take him in and open the door,” Charles said.

“Let me say it again, they saw the young boy, and they refused to open the door and take him back.”

Charles said the incident underscored the emotional toll enforcement work can take on officers.

“This is the human side of the job of my that my officers do,” Charles said.

“They are family men and women. They have children of their own. They sacrifice everything for their families. I know for a fact that they were heartbroken to see the child’s own family leave him behind.”

According to Charles, the situation changed after Conejo Arias later requested that his child remain with him.

“Fortunately, Conejo Arias eventually requested that his child stay with him,” Charles said.

Charles said ICE made efforts to avoid separating the family.

“We do everything in our power not to separate families,” he said.

Charles said both father and child were transported back to Minneapolis and taken to an ICE facility for processing before being placed in a family residential center.

“So they took him back together to Minneapolis, here to the city, to the ice facility for processing, and now they are being well cared for at a family residential center pending their immigration proceedings,” Charles said.

Charles concluded by defending the conduct of ICE officers and criticizing how their work is often portrayed.

“This is the real face of ICE, ERO, Border Patrol and our allied partners, the media doesn’t know our officers. We do,” Charles said.
