The Central Intelligence Agency (CIA) has revised its assessment of the origins of the COVID-19 pandemic, now favoring the lab leak theory.
This new determination comes under the leadership of newly confirmed CIA Director John Ratcliffe.
The agency released the updated assessment following a review initially ordered by former President Joe Biden’s National Security Advisor Jake Sullivan near the end of Biden’s presidency.

For years, the CIA maintained it lacked sufficient evidence to conclude whether COVID-19 originated from a laboratory or a wet market in Wuhan, China.
However, the latest assessment leans toward a research-related origin, albeit with “low confidence.”
A CIA spokesperson told Fox News, “CIA assesses with low confidence that a research-related origin of the COVID-19 pandemic is more likely than a natural origin based on the available body of reporting.
CIA continues to assess that both research-related and natural origin scenarios of the COVID-19 pandemic remain plausible.”
The spokesperson added, “We have low confidence in this judgment and will continue to evaluate any available credible new intelligence reporting or open-source information that could change CIA’s assessment.”

The agency’s shift appears to reflect a push to take a definitive stance on the contentious issue after years of uncertainty.
Ratcliffe, who was confirmed as CIA Director on Thursday, has long supported the lab leak theory.
In an interview with Breitbart, Ratcliffe emphasized the need for the CIA to address the growing threat from China and to “get off the sidelines” by taking a stand on critical issues, including COVID-19’s origins.
Ratcliffe has been vocal about his concerns regarding the Biden administration’s handling of intelligence related to the pandemic’s origins.
In a March 2023 Fox News op-ed co-written with former Trump administration official Cliff Sims, Ratcliffe accused the Biden administration of suppressing evidence pointing to a lab leak.
“What can clearly be assessed from the intelligence they possess has been suppressed,” the article stated.
Ratcliffe also questioned the notion that the CIA lacked the intelligence to make a determination.
“The CIA is the world’s premier spy agency. Its reach is unmatched, its ability to acquire information unrivaled. And yet here we are three-and-a-half years later, and there is ample public reporting that the CIA just doesn’t have enough information to make an assessment. This is utter nonsense,” the op-ed argued.
In the same piece, Ratcliffe and Sims dismissed the natural origin theory, citing “a complete absence of intelligence or scientific evidence” to support the claim.
Ratcliffe further reinforced this position during his testimony before the House Select Subcommittee on the Coronavirus Pandemic in April 2023, stating, “The lab leak theory was the only explanation credibly supported by our intelligence, by science and by common sense.”

The CIA’s updated stance marks a significant shift in the agency’s long-standing position of neutrality on the origins of the pandemic.
While the “low confidence” judgment reflects ongoing uncertainty, the decision to favor the lab leak theory aligns with growing skepticism about the natural origin narrative and intensifies scrutiny on China’s role in the pandemic.
Ratcliffe’s leadership signals a more assertive approach from the CIA, particularly regarding issues involving China, as the agency aims to address what he describes as a pressing national security challenge.
