New Hampshire has become the first state in New England to prohibit medical sex change procedures for minors, aligning with a national wave of similar legislation following President Donald Trump’s executive order barring federal funding for hospitals that perform such procedures on children.

On Friday, Republican Governor Kelly Ayotte signed two bills into law that restrict access to transgender-related medical interventions for individuals under the age of 18.

The first measure prohibits the use of puberty blockers and cross-sex hormones for minors, with an exception for those who are already receiving such treatments at the time the law goes into effect. The law is scheduled to take effect on January 1.

Under the law, health care providers who violate the restrictions will face disciplinary action from the state’s medical board.

Additionally, the legislation allows individuals who claim harm from such violations to file lawsuits against the providers responsible.

The second bill signed by Ayotte restricts breast surgeries for minors, allowing only those procedures deemed medically necessary.

According to the law, breast surgeries for individuals under 18 may only be performed “to treat malignancy, injury, infection, or malformation and those needed to reconstruct the breasts after such procedures.”

Governor Ayotte said the bills are intended to ensure that irreversible decisions are not made prematurely.

“Medical decisions made at a young age can carry lifelong consequences, and these bills represent a balanced, bipartisan effort to protect children,” Ayotte said in a statement.

Sex change procedures for minors have become a controversial issue nationwide, particularly in cases where young girls as young as 12 have had double mastectomies in order to present as male.

Medical experts and politicians across several states have raised concerns over the long-term effects of such procedures, including sterility and permanent loss of sexual function.

Republican State Senator Kevin Avard voiced strong support for the new laws, expressing concern over the rapid increase in youth gender transitions and characterizing the trend as “almost a cult-like following of this gender confusion.”

Speaking to NBC Boston, Avard noted that his decision to back the legislation was influenced by testimony from individuals who had undergone gender transition procedures and later expressed deep regret.

“They realized that they did long-term and irreparable damage to their bodies,” Avard said.

“The testimony was overwhelming, they were confused.”

The legislative action in New Hampshire comes after the U.S. Supreme Court upheld Tennessee’s law restricting gender transition procedures for minors.

That ruling has opened the door for other states to enact and enforce similar policies, many of which are aimed at curbing what supporters view as experimental and non-reversible medical practices on children.

In opposition to this growing movement, New York Attorney General Letitia James filed a lawsuit against the federal government and the Trump administration over its executive order to withhold federal funding from hospitals that perform child sex change procedures.

James was joined by 15 other states, including California, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Nevada, New Jersey, New Mexico, Rhode Island, Wisconsin, and the District of Columbia, along with the governor of Pennsylvania.

The issue remains highly contested nationwide, with state-level policies diverging sharply as the legal and political battles over transgender medical procedures for minors continue to unfold.
