Several Republican senators are pressing the Small Business Administration (SBA) for detailed records on the federal funds allocated to Planned Parenthood during the COVID-19 pandemic.
Senators Joni Ernst (R-IA) and Rand Paul (R-KY) have sent a letter to SBA Administrator Kelly Loeffler, raising concerns about the use of taxpayer money to support Planned Parenthood Federation of America (PPFA) affiliates, which they argue were ineligible to receive Paycheck Protection Program (PPP) loans.

The PPP, established under the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020, was intended to assist businesses affected by government-imposed lockdowns.

However, reports later revealed that Planned Parenthood affiliates received tens of millions of dollars in PPP loans, prompting concerns that taxpayer funds were being used to subsidize abortion services.
“Not a single tax dollar should fund abortions,” Ernst told The Daily Signal.
“The Paycheck Protection Program was designed to help Americans struggling during the pandemic, not to go to ineligible recipients fueling abortion-on-demand.”
According to the SBA’s 2020 findings, Planned Parenthood affiliates had wrongfully applied for 38 PPP loans totaling over $80 million.
The agency determined that these affiliates were ineligible due to federal funding restrictions on abortion providers and the size and structure of Planned Parenthood’s national network.
The SBA instructed these affiliates to return the funds.
However, the Biden administration later approved an additional $40 million in PPP loans for Planned Parenthood affiliates in 2021, raising further questions about the allocation of pandemic relief funds.
The letter from Ernst and Paul states that the SBA under the Biden-Harris administration withheld critical information regarding PPP funding for Planned Parenthood.
The senators have repeatedly requested transparency but have not received a full response.
Republican senators have been seeking clarification on the loan approvals and forgiveness process for Planned Parenthood since early 2021.
During a March 24, 2021, hearing of the Committee on Small Business and Entrepreneurship, Patrick Kelley, then Associate Administrator of the SBA’s Office of Capital Access, was questioned about why Planned Parenthood affiliates had received additional PPP loans despite previous rulings on their ineligibility.
Kelley testified that the SBA had not changed its affiliation rules or reversed its decision on Planned Parenthood’s eligibility.
However, new reports suggested that Planned Parenthood still received second-draw PPP loans, leading to multiple requests for further information from the SBA.

Despite these requests, the SBA failed to provide the required information on how Planned Parenthood affiliates continued receiving funds.
Concerns about fraud and improper allocation of PPP funds have intensified following a House Select Committee on the Coronavirus Pandemic report that found the Paycheck Protection Program lost approximately $64 billion to fraud.
During President Donald Trump’s first term, the SBA firmly ruled that Planned Parenthood affiliates did not qualify for PPP loans, citing existing federal laws that prohibit taxpayer funding for abortion services.
Despite this ruling, tens of millions of dollars continued flowing to Planned Parenthood affiliates under the Biden administration.
Republican lawmakers continue to push for a full accounting of these funds and demand that Planned Parenthood return any improperly received taxpayer money.
It remains unclear whether the Biden administration will comply with ongoing requests for transparency regarding these funds.
