Attorney General Pam Bondi appeared before the House Appropriations Committee on Monday to present the Justice Department’s proposed fiscal year 2026 budget, marking her first testimony to Congress since being confirmed in January.

The hearing was disrupted by sharp criticism from Rep. Rosa DeLauro (D-CT), who accused the Department of undermining the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) through proposed funding reductions.

Rep. DeLauro objected to a proposed 26 percent cut to the ATF’s budget, alleging the move would “weaken our ability to stop gun trafficking.”

She pressed Bondi with a series of questions and repeatedly interrupted the Attorney General’s responses, demanding justification for the reductions.

“How can you justify such a massive cut without inevitably weakening ATF’s ability to help our state and local law enforcement fight illegal gun trafficking?” DeLauro asked.

She continued, “How many ATF law enforcement officers and industry operations investigators do you anticipate will be lost to attrition as a result of this funding reduction you are proposing?”

Bondi attempted to respond, explaining that the funding proposal includes a reorganization of the ATF that would place more agents on the street by aligning operations with the Drug Enforcement Administration (DEA).

DeLauro cut her off multiple times and insisted on a “yes or no” answer to complex questions about staffing and resource allocation.

“I don’t want to hear all of your filibuster about this,” DeLauro said during the exchange.

Despite the contentious line of questioning, Bondi maintained that the changes would enhance the ATF’s operational capacity and reassured lawmakers that the agency would continue to carry out its mission effectively.

“We will not be having ATF agents go to the doors of gun owners in the middle of the night, asking them about their guns, period,” Bondi stated during the hearing.

According to data provided to Breitbart News by a senior Justice Department official, the ATF has increased its enforcement efforts significantly since the beginning of the year.

Between January 20 and June 21, 2025, the ATF seized 14,579 firearms, representing a 33 percent increase over the same period in the previous year.

Of those firearms, 8,670 were confiscated in firearms trafficking cases, including 2,011 intended for transport to Mexico.

The agency also seized 833,414 rounds of ammunition during that period, a 41 percent rise from the same timeframe in 2024.

A senior DOJ official, speaking to Breitbart News, dismissed DeLauro’s criticisms as unfounded.

“Rep. DeLauro was unprepared for this hearing and clearly has little situational awareness as to what the ATF actually does,” the official said.

“She tried to make up for that lack of knowledge by screaming at the Attorney General. The data shows that the ATF is thriving — seizing illegal guns at a higher rate than under the prior administration and playing a key role in dismantling international trafficking networks.”

Bondi emphasized during the hearing that no ATF agents are being terminated as part of the proposed changes. Instead, staffing adjustments would occur through natural attrition.

“It will be attrition. We are not firing agents. They will be working,” Bondi said.

The Justice Department’s proposed reorganization aims to streamline federal law enforcement coordination in an effort to reduce violent crime, particularly by leveraging joint operations between the ATF and DEA.

Despite heated opposition from some members of Congress, the Department’s data indicates that firearm seizures and enforcement activity have increased since the beginning of the year.
