Rep. Maxine Waters’ campaign committee has agreed to pay a $68,000 civil penalty after the Federal Election Commission (FEC) found it violated several campaign finance laws during the 2020 election cycle, as reported by Fox News.

The agreement, released Friday by the FEC, details a range of violations by the California Democrat’s committee, Citizens for Waters.

Among the issues cited were inaccurate reporting of receipts and disbursements, knowingly accepting excessive contributions, and making prohibited cash disbursements.

According to the FEC documents, the campaign committee received contributions that exceeded legal limits from seven individuals in 2019 and 2020.

The contributions totaled $19,000, despite the individual donation limit being set at $2,800 per person at the time. While the campaign later returned or reallocated the excess funds, the FEC noted that those corrections were made in an “untimely” manner.

In addition to the excessive contributions, the committee also made four separate cash disbursements, each over the $100 limit, totaling $7,000—another violation of federal campaign finance rules.

As part of the settlement, Citizens for Waters agreed not only to the $68,000 fine but also to send its treasurer to an FEC-sponsored training program for political committees within one year of the agreement’s effective date.

The campaign must provide the FEC with documentation confirming registration and attendance.

A letter submitted by Citizens for Waters’ attorney, Leilani Beaver, argued that the violations were not intentional. Beaver stated that the campaign retained legal counsel to advise the treasurer and implemented new internal procedures to comply with federal law moving forward.

MAXINE WATERS – CONCILIATION AGREEMENT 

Rep. Waters, who currently serves as the top Democrat on the House Financial Services Committee, has represented her Los Angeles-area district in Congress since 1991. This latest development adds to previous scrutiny surrounding the campaign’s financial activities.

In 2023, a Fox News Digital investigation revealed that Waters’ campaign had paid her daughter $192,300 between January 2021 and December 2022 for her work managing a “slate mailer” operation.

The payment was part of a pattern of large sums reportedly directed to Waters’ daughter over multiple election cycles.

The FEC also reviewed a separate 2018 complaint alleging Waters’ campaign had accepted illegal contributions. That complaint was dismissed in a 5-1 vote.

Requests for comment were made to Citizens for Waters, Rep. Waters’ office, and the campaign’s legal counsel.
