During a House Financial Services Committee hearing Wednesday, Treasury Secretary Scott Bessent drew an angry outburst from Rep. Gregory Meeks (D-NY) after answering a question with a joke that appeared to reference President Joe Biden’s mental acuity, as reported by The Gateway Pundit.
The hearing, which focused on the state of the international financial system, comes ahead of upcoming trade talks between Bessent, U.S. Trade Representative Jamieson Greer, and a high-level Chinese delegation in Geneva, Switzerland.
These will be the first major U.S.-China economic discussions since President Donald Trump reimposed tariffs on Chinese imports.

Rep. Meeks used his time during the hearing to criticize the Trump administration’s trade policy and argue that long-standing trade deficits should not be considered a national emergency.
“For four decades, we had trade deficits in America, and no one said it was an emergency,” Meeks said. “Democratic and Republican presidents… You know what that says to me? That it’s not an emergency. ‘Cause hasn’t been an emergency for four decades!”
He further suggested that authority over tariffs should be returned to Congress, saying, “It says to me that we should bring U.S. tariffs back to the United States Congress so we can make that determination, as the Constitution has said.”
Seeking to put Bessent on the defensive, Meeks asked a pair of questions aimed at undermining the Trump administration’s trade posture. “Who has been the President since January 2025?” Meeks asked. Bessent responded directly.

Meeks followed up with, “Who was the president in 2024?” expecting a straightforward answer. Instead, Bessent replied, “One believes President Biden,” with a smile, prompting immediate outrage from Meeks.
“One believes?!” Meeks exclaimed. “Are you one of these nonbelievers in that election that the American people didn’t vote?”
“I am not,” Bessent calmly responded.

“You’re not? You said one believes!” Meeks continued. “Do you believe in the Constitution of the United States?”
“I believe in the Constitution of the United States,” Bessent replied.
“So you believe in it without ANY SECOND THOUGHT? You don’t have to think about it. You believe in it? You would abide by it?” Meeks pressed further.
“I have and I do, sir,” Bessent concluded.

The exchange quickly circulated online, with clips of the exchange being widely shared.
While some Democrats accused Bessent of undermining democratic norms, others pointed out that the response was clearly a tongue-in-cheek remark referring to Biden’s perceived cognitive decline during his final year in office.
