The House Freedom Caucus has made it clear that they are ready to let the federal government grind to a halt unless their demands are met.
The group is pushing for a short-term spending bill to be tied to a requirement for proof of citizenship to register to vote.

In a statement released while lawmakers are enjoying a six-week recess, the Freedom Caucus laid out their position: either pass all 12 appropriations bills to cut spending and advance conservative policies, or prepare for a government shutdown.

If Congress resorts to a Continuing Resolution (CR) to keep the government running past the end of the fiscal year on September 30, the Caucus insists it should extend funding into early 2025 and include the Safeguarding American Voter Eligibility (SAVE) Act.
The SAVE Act, which was passed by the House with near-unanimous Republican support and a handful of Democrats, seeks to prevent non-citizens from voting—a response to what the Caucus calls the “millions of illegal aliens imported by the Biden-Harris administration.”
Despite its passage in the House, the SAVE Act faces strong opposition from the White House and an uncertain fate in the Senate, where Democrats hold the majority.

This stance by the Freedom Caucus is setting up a showdown with the Establishment GOP members, including House Appropriations Chairman Tom Cole (R-Okla.). Cole, who has expressed a desire to complete the government funding process by the end of 2024, has also acknowledged the need for a CR to avoid the fallout of a government shutdown, according to Fox News.
