The Texas Department of Motor Vehicles has adopted a new policy requiring residents to prove they are in the country legally before registering or renewing a vehicle, a move that passed unanimously by the DMV board after months of discussion.

The change has drawn national attention as other states monitor how the policy unfolds.

“This morning, the country is watching how it went down in Texas could really shake up the rest of the nation. Residents there now have to prove that they’re in the country legally to register their car. Some officials say it’s about ID integrity. Others warn it could cause some bigger problems down the road,” Markie Martin said.

Martin then asked for context behind the policy shift.

“So Xavier, what brought on this change to begin with?”

Xavier Walton reported from Dallas that the decision followed months of deliberation and ultimately received unanimous support from the board.

“Markie, good morning. Yes. So this decision by the Texas DMV board, it really was, you know, months in the making, and ultimately, there wasn’t a single person on the board who voted against it. So it was unanimous,” Walton said.

He said the effort began with Texas State Rep. Brian Harrison.

“When you ask, you know, how did this all come about? It was Texas State Rep Brian Harrison, and, you know, he’s taken seemingly a bit of a victory lap on social media Writing quote, ‘proud to have forced the DMV to stop allowing illegal aliens register vehicles in Texas. Insane this was happening for so many years.’”

Walton said Harrison’s push started last November and that the new guideline is now in effect.

“Fast forward to now, with the new guideline. Officials from Texas DMV say, you know, there are two main goals here for them, one, prevent undocumented immigrants from registering and then renewing vehicles in the Lone Star State, then to ensure the validity of ID and documents required as part of the registration process, critics say it does way more than that.”

Critics have raised concerns about possible unintended consequences.

Robert McWhirter said the policy could lead some drivers to avoid registering their vehicles.

“It’s going to cause some people to they’re going to have to register their cars. They’ll get some they’ll pay somebody else to do it for them, or they’re going to drive around with unregistered cars. Now, the problem of that, of course, is let’s say that you know somebody was a witness to a crime, the police want to find them. Well, they have no identifying information anymore. But then you know, when you think about it, how can this not be racial profiling?”

Walton reported that some counties have already begun enforcing the new requirement. Before the rule passed, Travis County Tax Assessor Celia Israel publicly opposed it.

“Some counties have already started enforcing the new requirement, but prior to its passing, you know, Travis county tax assessor Celia Israel said her office would not she said, quote, I wholeheartedly disagree with this rule and will not enforce this rule until it is properly authorized.”

Since the rule was approved late last week, Walton said there has been no update from Israel about whether her office will enforce it.

“Well, since the new rule passed late last week, there’s been no word from Israel on whether or not she’s going to actually enforce it.”

Walton added that critics have cited potential economic effects and the possibility of more uninsured drivers.

“But critics like Israel have pointed to a few things here, one being repeatedly the economic impact to the issue of uninsured drivers on the road that’s gonna go up, and the potential for more fight as well.”

Martin noted that the policy’s outcome could influence other states.

“And then mark you think about this other states. You said this right at the top, other states you’ll be watching to see how this plays out, to see if maybe they’ll follow suit and do something similar.”
