The Trump administration has issued formal conditions to Harvard University, requiring the school to implement a sweeping set of reforms in order to maintain access to billions in federal funding, as reported by Fox News.
This move follows a recent decision by the administration to revoke over $400 million from Columbia University due to similar concerns.
In a letter sent to Harvard President Alan Garber, senior officials from the Department of Health and Human Services (HHS), the Federal Acquisition Service at the General Services Administration (GSA), and the Department of Education (ED) accused the university of violating the Civil Rights Act by failing to protect students and faculty from antisemitic harassment.

“U.S. taxpayers invest enormously in U.S. colleges and universities, including Harvard,” wrote Josh Gruenbaum (GSA), Sean Keveney (HHS), and Thomas Wheeler (ED).
“It is the responsibility of the government to ensure that all recipients are responsible stewards of taxpayer funds,” the letter stated, obtained by Fox News Digital.
The letter lays out several preconditions Harvard must meet, including banning masks during protests, establishing a defined “time, place, and manner” policy for demonstrations, eliminating all Diversity, Equity and Inclusion (DEI) initiatives, and adopting merit-based policies for admissions and hiring.
Race- and national origin-based admissions must also be ended.

Harvard is also required to commit to full cooperation with the Department of Homeland Security and other federal agencies, review academic programs that could be contributing to antisemitism, and ensure that both recognized and unrecognized students are held accountable for policy violations.
Senior administrators must also be responsible for overseeing disciplinary actions.
The warning comes as the Federal Task Force to Combat Antisemitism continues its review of over $8 billion in multi-year grants and $255 million in contracts tied to educational institutions.
“The message is clear: reform is not optional,” the task force told Fox News Digital. “The era of elite impunity is over.”
A Harvard spokesperson confirmed receipt of the letter. President Garber said the university would cooperate with the task force to demonstrate the steps already taken and future plans to combat antisemitism.
“Much is at stake here,” Garber said, pointing to longstanding federal partnerships in research and education.
“But we are not perfect. Antisemitism is a critical problem that we must and will continue to address.”

In recent weeks, Columbia University complied with several demands from federal agencies, changed disciplinary procedures, and replaced interim president Katrina Armstrong. Despite criticism, Columbia’s board maintained that their decisions reflected the university’s own values.
In addition to financial reviews, the Trump administration has cracked down on foreign students involved in Gaza-related protests.
An executive order signed by President Trump on January 30 authorized the revocation of visas from individuals engaged in anti-Israel or disruptive activities. Since then, the State Department has revoked approximately 300 visas, many belonging to college students.
“If you apply for a visa to enter the United States…and you want to participate in movements…vandalizing universities, harassing students…we’re not going to give you a visa,” said Sen. Marco Rubio.

“Every time I find one of these lunatics, I take away their visa.”
Harvard’s Faculty of Arts and Sciences Dean Hopi Hoekstra acknowledged the potential funding crisis in a message to faculty, calling the situation “extraordinarily disconcerting” and urging the continuation of core academic functions.
Harvard and Columbia are among ten institutions currently under review by the federal task force. Harvard has already implemented a hiring freeze as it braces for possible financial fallout.
