President Donald Trump delivered a speech at the Conservative Political Action Conference (CPAC) on Saturday, reflecting on his first four weeks back in the Oval Office and highlighting the work of the newly created Department of Government Efficiency (DOGE).
Speaking at the Gaylord National Resort & Convention Center in Oxon Hill, Maryland, Trump pointed to investigations uncovering wasteful spending across federal agencies and reiterated his administration’s commitment to cutting government excess.
Trump commended Elon Musk, who is leading DOGE’s efforts to audit and eliminate waste in government spending, calling his work “great” and emphasizing the importance of cracking down on fraudulent expenditures.

DOGE’s audits and investigations have sparked backlash from Democratic lawmakers and federal employees, with lawsuits being filed in an effort to block its initiatives.
Despite this resistance, Trump touted the agency’s early findings, listing a series of taxpayer-funded projects uncovered by DOGE.
Trump outlined specific examples of what he described as “flagrant scams” in government spending:
- $520 million for a consultant focused on environmental, social governance (ESG) and investments in Africa.
- $25 million for biodiversity conservation and socially responsible behavior in Colombia.
- $40 million for social and economic inclusion of sedentary migrants.
- $42 million for social and behavior change programs in Uganda.
- $10 million for medical male circumcisions in Mozambique.
“Why are we going to Mozambique to do circumcisions?” Trump asked, questioning the allocation of taxpayer dollars to international programs.
Ahead of his CPAC speech, Trump called on Musk to intensify DOGE’s efforts, posting on Truth Social: “Will do, Mr. President!” Musk replied on X.
Later, Musk elaborated on the administration’s plan, stating, “Consistent with President @realDonaldTrump’s instructions, all federal employees will shortly receive an email requesting to understand what they got done last week. Failure to respond will be taken as a resignation.”
Trump reinforced the administration’s stance against what he called a bloated and corrupt federal workforce.
“We have a very corrupt group of people in this country, and we’re finding them out,” he said. “We’re removing all of the unnecessary, incompetent, and corrupt bureaucrats from the federal workforce.”
In addition to highlighting government waste, Trump announced plans to visit Fort Knox in Kentucky alongside Musk to verify the status of the U.S. Bullion Depository, which reportedly houses $425 billion in gold.
“We are also going to Fort Knox. I’m going to go with Elon. And would anybody like to join us? Because we want to see if the gold is still there,” Trump said.

He referenced historical inspections of the vault, noting that President Franklin D. Roosevelt visited in 1943, followed by Treasury Secretary William Simon’s tour in 1974 and former Treasury Secretary Steve Mnuchin’s visit alongside lawmakers in 2017.
“Wouldn’t that be terrible? We open [it] up, and this Fort Knox has got nothing,” Trump speculated.
“It’s just solid granite that’s five feet thick. The front door, you need six musclemen to open it up. I don’t even think they have windows. Wouldn’t that be terrible if we opened it up and there was no gold there?”
He added, “So, we’re going to open those doors, we’re going to take a look. And if there’s 27 tons of gold, we’ll be very happy. I don’t know how the hell we’ll measure it, but that’s OK.”
Reflecting on his first four weeks in office, Trump took credit for a series of executive orders and policy moves aimed at reversing actions taken by the previous administration.
Among the key highlights:
- Ending what he called the “weaponization” of government under the Biden administration.
- Implementing reciprocal tariffs on foreign trade partners.
- Expanding deportation efforts to remove illegal immigrants.
“We’re liberating communities like Aurora, Colorado, and Springfield, Ohio, that have been occupied by illegal alien criminals from all over the world,” Trump said.
He reaffirmed his administration’s commitment to protecting American workers and securing the country’s borders.
“We’re rescuing the Americans whose jobs have been stolen, whose wages have been robbed, and whose way of life has been absolutely destroyed. And, under the Trump administration, our country will not be turned into a dumping ground.”
